“c”
is
repealed
July
1,
2015

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
5
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
law
requires
the
state
board
of
education
to
adopt
7
rules
prohibiting
the
open
enrollment
of
students
whose
8
educational
instruction
and
course
content
are
delivered
9
primarily
over
the
internet.
However,
a
short-term
exception
10
is
provided.
Under
the
exception,
until
June
30,
2015,
the
11
state
board
shall
limit
the
statewide
enrollment
in
online
12
learning
to
not
more
than
0.18
percent
of
the
statewide
13
enrollment
of
all
pupils,
and
limit
participation
in
open
14
enrollment
for
purposes
of
online
learning
to
no
more
than
15
1
percent
of
a
sending
district’s
enrollment.
Until
June
16
30,
2015,
students
may
participate
in
open
enrollment
to
17
enroll
in
the
CAM
community
school
district
or
the
Clayton
18
Ridge
community
school
district
for
online
learning.
Those
19
two
districts
must
annually
submit
data
to
the
department
of
20
education
regarding
their
student
achievement
and
demographic
21
characteristics,
retention
rates,
and
the
percentage
of
22
enrolled
students’
active
participation
in
extracurricular
23
activities.
On
July
1,
2015,
the
exception
is
repealed.
24
This
bill
extends
the
repeal
date
to
July
1,
2017.
