IOWA
EMPLOYER
INNOVATION
FUND.
There
is

appropriated
from
the
general
fund
of
the
state
to
the

department
of
workforce
development
for
the
fiscal
year
3
beginning
July
1,
2021,
and
ending
June
30,
2022,
the
following

amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
5
purposes
designated:

the

innovation
fund
created

pursuant
to
section
84A.13,
subsection

Notwithstanding
section
84A.13,
subsection
4,
of
the
moneys

appropriated
in
this
section,
at
least
three
million
dollars

shall
be
transferred
to
the
Iowa
child
care
challenge
fund

created
in
section
84A.13A,
subsection
4.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

For
the
fiscal
year
beginning
July
1,
2021,
this
bill
17
appropriates
$4.5
million
from
the
general
fund
of
the
state
18
to
the
department
of
workforce
development
(department)
for
19
deposit
in
the
Iowa
employer
innovation
fund.
Of
the
moneys
20
appropriated,
at
least
$3
million
is
to
be
transferred
to
the
21
Iowa
child
care
challenge
fund.
Under
current
law,
the
amount
22
of
moneys
to
be
transferred
annually
to
the
Iowa
child
care
23
challenge
fund
is
determined
by
the
department
in
consultation
24
with
the
workforce
development
board.
