Section 257.16B, subsection 2, paragraph b, 1 2 unnumbered paragraph 1, Code 2015, is amended to read as 1 3 follows: 1 4 Foreachthe budget year beginningon or afterJuly 1, 2014, 1 5 the department of management shall calculate for each school 1 6 district all of the following: 1 7 Sec. 2. Section 257.16B, subsection 2, paragraph b, 1 8 subparagraph (3), Code 2015, is amended to read as follows: 1 9 (3) The amount of each school district's property tax 1 10 replacement payment. Each school district's property tax 1 11 replacement payment equals the school district's weighted 1 12 enrollment for the budget year beginning July 1, 2014, 1 13 multiplied by the remainder of the amount calculated for 1 14 the school district under subparagraph (2) minus the amount 1 15 calculated for the school district under subparagraph (1). 1 16 Sec. 3. Section 257.16B, subsection 2, Code 2015, is amended 1 17 by adding the following new paragraph: 1 18 NEW PARAGRAPH. c. For each budget year beginning on or 1 19 after July 1, 2015, unless otherwise provided by law, the 1 20 department of management shall calculate for each school 1 21 district all of the following: 1 22 (1) The regular program state cost per pupil for the budget 1 23 year beginning July 1, 2012, multiplied by one hundred percent 1 24 less the regular program foundation base per pupil percentage 1 25 pursuant to section 257.1. 1 26 (2) The regular program state cost per pupil for the budget 1 27 year beginning July 1, 2015, multiplied by one hundred percent 1 28 less the regular program foundation base per pupil percentage 1 29 pursuant to section 257.1. 1 30 (3) The amount of each school district's property tax 1 31 replacement payment. Each school district's property tax 1 32 replacement payment equals the school district's weighted 1 33 enrollment for the budget year multiplied by the remainder 1 34 of the amount calculated for the school district under 1 35 subparagraph (2) minus the amount calculated for the school 2 1 district under subparagraph (1). 2 2 Sec. 4. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 2 3 immediate importance, takes effect upon enactment. 2 4 EXPLANATION 2 5 The inclusion of this explanation does not constitute agreement with 2 6 the explanation's substance by the members of the general assembly. 2 7 Current Code section 257.16B provides for school district 2 8 property tax replacement payments. For the budget year 2 9 beginning July 1, 2013, each school district's property tax 2 10 replacement payment amount is equal to the school district's 2 11 weighted enrollment for that budget year multiplied by the 2 12 difference of the following: (1) the regular program state 2 13 cost per pupil for the budget year beginning July 1, 2013, 2 14 multiplied by 100 percent less the regular program foundation 2 15 base per pupil percentage; and (2) the regular program state 2 16 cost per pupil for the budget year beginning July 1, 2012, 2 17 multiplied by 100 percent less the regular program foundation 2 18 base per pupil percentage. For each budget year beginning on 2 19 or after July 1, 2014, each school district's property tax 2 20 replacement payment amount is equal to the school district's 2 21 weighted enrollment for the budget year multiplied by the 2 22 difference of the following: (1) the regular program state 2 23 cost per pupil for the budget year beginning July 1, 2014, 2 24 multiplied by 100 percent less the regular program foundation 2 25 base per pupil percentage; and (2) the regular program state 2 26 cost per pupil for the budget year beginning July 1, 2012, 2 27 multiplied by 100 percent less the regular program foundation 2 28 base per pupil percentage. 2 29 This bill modifies the replacement payment calculation 2 30 for budget years beginning on or after July 1, 2015. For 2 31 each budget year beginning on or after July 1, 2015, unless 2 32 otherwise provided by law, each school district's property tax 2 33 replacement payment amount is equal to the school district's 2 34 weighted enrollment for the budget year multiplied by the 2 35 difference of the following: (1) the regular program state 3 1 cost per pupil for the budget year beginning July 1, 2015, 3 2 multiplied by 100 percent less the regular program foundation 3 3 base per pupil percentage; and (2) the regular program state 3 4 cost per pupil for the budget year beginning July 1, 2012, 3 5 multiplied by 100 percent less the regular program foundation 3 6 base per pupil percentage.
