S.F. 147 Section 1. DEPARTMENT OF HUMAN SERVICES. There is 1 appropriated from the general fund of the state to the 2 department of human services for the fiscal year beginning July 3 1, 2021, and ending June 30, 2022, the following amount, or 4 so much thereof as is necessary, to be used for the purposes 5 designated: 6 For food assistance benefits provided through the electronic 7 benefits transfer (EBT) program established under section 8 234.12A: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 10,000,000 10 Moneys appropriated shall be used by the department for 11 the issuance of a one-time EBT card through the state’s food 12 assistance program to be used by eligible individuals and 13 households for the purchase of take-out food from restaurants 14 in Iowa. The department shall issue each EBT card in an amount 15 not to exceed $20 per eligible individual or household member. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill relates to the electronic benefits transfer (EBT) 20 program allowing eligible recipients limited use of food 21 assistance benefits at restaurants. 22 The bill appropriates $10 million for FY 2021-2022 from the 23 general fund of the state to the department of human services 24 for food assistance benefits provided through the EBT program 25 established in Code section 234.12A. 26 Moneys appropriated shall be used by the department for 27 the issuance of a one-time EBT card through the state’s food 28 assistance program to be used by eligible individuals and 29 households for the purchase of take-out food from restaurants 30 in Iowa.
