H.F. _____ Section 1. Section 272.2, subsection 17, Code 2022, is 1 amended to read as follows: 2 17. Adopt rules to require that a background investigation 3 be conducted by the division of criminal investigation of the 4 department of public safety on all initial applicants for 5 licensure , and all applicants under subsection 27 . The board 6 shall also require all initial applicants and all applicants 7 under subsection 27 to submit a completed fingerprint packet 8 and shall use the packet to facilitate a national criminal 9 history background check. The board shall have access to, 10 and shall review the sex offender registry information under 11 section 692A.121 available to the general public, information 12 in the Iowa court information system available to the general 13 public, the central registry for child abuse information 14 established under chapter 235A , and the dependent adult abuse 15 records maintained under chapter 235B for information regarding 16 applicants for license renewal. 17 Sec. 2. Section 272.2, Code 2022, is amended by adding the 18 following new subsection: 19 NEW SUBSECTION . 27. Adopt rules pursuant to chapter 17A 20 requiring the board to issue a teaching license with the 21 applicable endorsements to an applicant who is licensed as a 22 teacher in another state, whose license is in good standing, 23 and who has been working as a teacher in that state for the past 24 three consecutive years, that allows the applicant to teach 25 the same grade levels and subjects the applicant is licensed 26 to teach in the other state. This subsection does not require 27 that a school district or an accredited nonpublic school has 28 offered a teaching contract to the applicant. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 This bill relates to licenses issued by the board of 33 educational examiners (BOEE) to teachers licensed out of state. 34 The bill requires the BOEE to issue a teaching license with 35 -1- LSB 6166YC (3) 89 jda/jh 1/ 2
H.F. _____ the applicable endorsements to an applicant who is licensed as 1 a teacher in another state, whose license is in good standing, 2 and who has been working as a teacher in that state for the past 3 three consecutive years, that allows the applicant to teach the 4 same grade levels and subjects the applicant is licensed to 5 teach in the other state.
