MEYER , BODEN , HUNTER , McCONKEY , BRECKENRIDGE , MOORE , STECKMAN , LATHAM , NORDMAN , OSMUNDSON , DOLECHECK , GRABER , BUSH , SORENSEN , KLEIN , and GERHOLD A Resolution urging the Congress of the United States 1 to grant additional authority to the Federal 2 Communications Commission to restrict unwanted 3 robocalls and call spoofing, and urging the Federal 4 Communications Commission to educate the public on 5 how to report unlawful telephone calls. 6 WHEREAS, the Federal Communications Commission 7 receives numerous complaints from consumers related to 8 unwanted telephone calls, including complaints related 9 to robocalls, which are automated telemarketing or 10 solicitation telephone calls that deliver a recorded 11 message; and 12 WHEREAS, in recent years, robocalls have been placed 13 using a process called spoofing in which the telephone 14 call appears to originate from a local telephone number 15 in an effort to deceive consumers into answering the 16 telephone call; and 17 WHEREAS, pursuant to the Truth in Caller ID Act of 18 2009, it is unlawful for any person within the United 19 States, in connection with any telecommunications 20 service or IP-enabled voice service, to cause any 21 caller identification service to knowingly transmit 22 misleading or inaccurate information with the intent 23 -1- LSB 2529YH (4) 89 jda/rn 1/ 2
H.R. 8 to defraud, cause harm, or wrongfully obtain anything 1 of value; and 2 WHEREAS, the Federal Communications Commission uses 3 social media and other means to reach consumers and 4 encourage them to file a complaint when an unlawful 5 telephone call is received; NOW THEREFORE, 6 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That 7 the House of Representatives urges the Congress of the 8 United States to grant additional authority to the 9 Federal Communications Commission to allow it to stop 10 unwanted robocalls and spoofing; and 11 BE IT FURTHER RESOLVED, That the House of 12 Representatives urges the Federal Communications 13 Commission to take further action to educate the public 14 on how to report unlawful telephone calls; and 15 BE IT FURTHER RESOLVED, That copies of this 16 Resolution be transmitted to the President of the 17 United States Senate, the Speaker of the United 18 States House of Representatives, each member of Iowa’s 19 congressional delegation, and the chairperson and 20 commissioners of the Federal Communications Commission. 21 -2- LSB 2529YH (4) 89 jda/rn 2/ 2
