            BY  FORRISTALL, HANUSA, DEYOE, SIECK, HANSON,
           STUTSMAN, WINCKLER, McCONKEY, GASKILL, KEARNS,
         BEARINGER, LENSING, HALL, RUNNING=MARQUARDT, STAED,
         HEIN, HIGHFILL, PAUSTIAN, L. MILLER, and JORGENSEN
  1  1 A Resolution honoring the life of Major General
  1  2    Grenville M. Dodge and commemorating the
  1  3    sesquicentennial of the conclusion of the American
  1  4    Civil War.
  1  5    WHEREAS, the State of Iowa contributed more men
  1  6 per capita than any other state to the Union military
  1  7 forces, including Major General Grenville M. Dodge who
  1  8 was sent to Washington, D.C., to secure arms for the
  1  9 Iowa volunteers; and
  1 10    WHEREAS, General Dodge served in the Civil War with
  1 11 unfailing leadership during a critical time in our
  1 12 country's history; and
  1 13    WHEREAS, General Dodge devised an intelligence
  1 14 gathering system for General Ulysses S. Grant,
  1 15 which served as a precursor to the modern Military
  1 16 Intelligence Corps of the United States Army, and which
  1 17 ultimately shortened the war and saved many American
  1 18 lives; and
  1 19    WHEREAS, General Dodge demonstrated his logistical
  1 20 expertise by managing the construction and
  1 21 reconstruction of railroads, bridges, and telegraph
  1 22 lines necessary for the Union war effort; and
  1 23    WHEREAS, General Dodge, one of Council Bluffs' most
  1 24 famous residents, met with President Abraham Lincoln
  1 25 in Council Bluffs to choose the starting point of
  2  1 the Union Pacific Railroad and has been called "the
  2  2 greatest railroad builder of all time"; and
  2  3    WHEREAS, near the conclusion of the Civil War, as
  2  4 a symbol of national unity and reunification of the
  2  5 country, leaders encouraged General Dodge to assume
  2  6 the duties of Chief Engineer of the Union Pacific
  2  7 Railroad; NOW THEREFORE,
  2  8    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
  2  9 the House of Representatives commemorates the 150th
  2 10 anniversary of the end of the hostilities between Union
  2 11 and Confederate forces on April 9, 1865; and
  2 12    BE IT FURTHER RESOLVED, That the House of
  2 13 Representatives honors the life of Major General
  2 14 Grenville M. Dodge, and the lives and contributions
  2 15 of all Iowans who labored and fought to preserve
  2 16 the Union, and all those Iowans who, following such
  2 17 service, continued to serve the State of Iowa and the
  2 18 United States of America.
