Quinn upon his retirement as president of 2 the World Food Prize Foundation. 3 WHEREAS, Ambassador Kenneth M. Quinn attended high 4 school in Dubuque, Iowa, and received his undergraduate 5 degree from Loras College; and 6 WHEREAS, Ambassador Quinn began his work with the 7 United States Department of State in 1967, where he 8 alerted the world to the dangers of the Khmer Rouge, 9 helped to assist suffering Cambodian refugees through 10 the Iowa SHARES program, personally negotiated the 11 entry of United States personnel into a Vietnamese 12 prison to search for prisoners of war and those missing 13 in action, served as the ambassador to Cambodia, and 14 saved countless lives by developing and implementing 15 methods to defeat the Khmer Rouge; and 16 WHEREAS, after retiring from the United States 17 Department of State in 1999, Ambassador Quinn returned 18 to Iowa and assumed the leadership of the World Food 19 Prize Foundation in 2000, where he headed the annual 20 -1- LSB 6375HH (3) 88 ja/rn 1/ 2
H.R. 107 Iowa Hunger Summit, grew the Global Youth Institute, 1 worked to develop the annual $250,000 World Food Prize 2 award into the “Nobel Prize for Food and Agriculture”, 3 and transformed the Norman E. Borlaug International 4 Symposium into the premier conference in the world on 5 global agriculture; and 6 WHEREAS, in recognition of his many successes, 7 Ambassador Quinn has received numerous awards, 8 including the Iowa Medal, the Robert D. Ray Iowa SHARES 9 Humanitarian Award, the Presidential Distinguished 10 Service Award, the White House Meritorious Honor 11 Award, the United States Army Air Medal, the United 12 States Department of State’s Award for Heroism 13 and Valor, the Steven Krulis Champion of Humanity 14 Distinguished Service Award, the George Washington 15 Carver Distinguished Service Award, and the American 16 Foreign Service Association Award for Courage in 17 Challenging Policy, an award Ambassador Quinn has won 18 three times; NOW THEREFORE, 19 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That 20 the House of Representatives honors Ambassador Kenneth 21 M.
