1.
MEDICAID
MANAGED
CARE
CONTRACTS

EXECUTION

DATE

NOTIFICATION
TO
GENERAL
ASSEMBLY.

1.
The
department
of
human
services
shall
execute
all
3
contracts
with
managed
care
organizations
to
administer
the
4
Iowa
high
quality
health
care
initiative
as
established
by
5
the
department
no
later
than
March
1
of
the
calendar
year
6
immediately
preceding
the
start
of
the
succeeding
state
7
fiscal
year
applicable
to
the
term
of
the
contract.
If
such
8
contract
is
not
executed
on
or
before
March
1
of
the
calendar
9
year
immediately
preceding
the
start
of
the
succeeding
state
10
fiscal
year
applicable
to
the
term
of
the
contract,
one
of
the
11
following
shall
apply:
12
a.
The
contract
in
place
on
March
1,
including
all
13
applicable
capitation
rates,
shall
be
extended
and
applicable
14
for
an
additional
state
fiscal
year.
15
b.
If
the
general
assembly
appropriates
additional
funding
16
for
specific
provider
reimbursement,
the
contract
may
be
17
amended
to
reflect
the
reimbursement
change
and
the
specific
18
amount
appropriated
for
such
reimbursement
change.

2.
The
department
of
human
services
shall
notify
the
20
chairpersons
and
ranking
members
of
the
joint
appropriations
21
subcommittee
on
health
and
human
services,
the
legislative
22
services
agency,
and
the
legislative
caucus
staffs
as
follows:
23
a.
Within
thirty
days
of
the
execution
of
a
Medicaid
managed
24
care
contract
or
amendment
to
a
Medicaid
managed
care
contract.
25
b.
Within
thirty
days
of
the
determination
by
the
26
department
during
each
measurement
year
whether
to
return
the
27
incentive
payment
withhold
amount
to
the
Medicaid
managed
care
28
organization
based
upon
performance
and
the
criteria
used
in
29
making
the
determination.

EXPLANATION
31
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
32
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
human
services
(DHS)

to
execute
all
contracts
with
managed
care
organizations
