by
adding
the
following
new
paragraphs:

read
as

“Telehealth”
means
the
delivery
of
health
care

services
through
the
use
of
interactive
audio
and
video
,

or
other
electronic
media,
regardless
of
where
the
health
13
care
professional
and
the
covered
person
are
each
located
.

“Telehealth”
does
not
include
the
delivery
of
health
care
15
services
delivered
solely
through
an
audio-only
telephone,
16
electronic
mail
message,
or
facsimile
transmission.

3.
Section
514C.34,
Code
2021,
is
amended
by
adding
the
18
following
new
subsection:

NEW
SUBSECTION
.
3A.
A
health
carrier
shall
reimburse
20
a
health
care
professional
and
a
facility
for
health
care
21
services
provided
to
a
covered
person
by
telehealth
on
the
same
22
basis
and
at
the
same
rate
as
the
health
carrier
would
apply
to
23
the
same
health
care
services
provided
to
a
covered
person
by
24
the
health
care
professional
and
the
facility
in
person.

Sec.
4.
RETROACTIVE
APPLICABILITY.
This
Act
applies
26
retroactively
to
health
care
services
provided
by
a
health
care
27
professional
or
a
facility
to
a
covered
person
by
telehealth
on
28
or
after
January
1,
2021.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
31
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
a
health
carrier
to
reimburse
a
health
33
care
professional
or
facility
for
health
care
services
provided

to
a
covered
person
by
telehealth
on
or
after
January
1,
2021,
