H.F. 597 Section 1. LEGISLATIVE INTERIM STUDY COMMITTEE —— STATE 1 ASSISTANCE PROGRAM INCOME RESTRICTIONS. 2 1. The legislative council is requested to establish 3 an interim study committee to evaluate the impact of state 4 assistance program income restriction guidelines. The 5 committee shall specifically evaluate the financial impact 6 of a modest increase in income, coupled with a resulting 7 ineligibility for state assistance programs, commonly referred 8 to as the “cliff effect”, on current and former participants in 9 such programs. State assistance programs to be evaluated shall 10 include but not be limited to the state child care assistance 11 and food assistance programs. 12 2. The committee shall meet during the 2019 legislative 13 interim and shall submit a report to the governor and the 14 general assembly by December 21, 2019. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill requests the legislative council to establish 19 an interim study committee for the 2019 legislative interim. 20 The bill requires the study committee to evaluate the impact 21 of state assistance program income restriction guidelines. 22 The bill requires the committee to specifically evaluate the 23 financial impact of a modest increase in income coupled with a 24 resulting ineligibility for state assistance programs, commonly 25 referred to as the “cliff effect”, on current and former 26 participants in state assistance programs including but not 27 limited to state child care assistance and food assistance. 28 The committee is required to submit a report to the governor 29 and the general assembly by December 21, 2019. 30 -1- LSB 1877HV (1) 88 hb/rn 1/ 1
