H.F. 573 Section 1. MEDICAID PROGRAM —— HOME HEALTH AIDES —— MINIMUM 1 HOURLY WAGE. For the fiscal year beginning July 1, 2021, 2 and ending June 30, 2022, the department of human services 3 shall continue to base home health agency reimbursement rates 4 on the Medicare low utilization payment adjustment (LUPA) 5 methodology with state geographic wage adjustments, but shall 6 adjust the labor portion and the adjusted wage rate of the 7 LUPA methodology to provide a minimum per hour wage of fifteen 8 dollars and twenty cents to home health aides. 9 Sec. 2. MEDICAID PROGRAM —— HOME HEALTH AIDES MINIMUM HOURLY 10 WAGE —— APPROPRIATION. There is appropriated from the general 11 fund of the state to the department of human services for the 12 fiscal year beginning July 1, 2021, and ending June 30, 2022, a 13 sufficient amount to provide reimbursement under the Medicaid 14 program to home health aides providing home health program 15 services and home and community-based services waiver services 16 at a minimum per hour wage of fifteen dollars and twenty cents 17 as provided in this Act. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill provides that for FY 2021-2022, the department 22 of human services (DHS) shall continue to reimburse home 23 health agencies utilizing the Medicare low utilization payment 24 adjustment (LUPA) methodology with state geographic wage 25 adjustments, but shall adjust the labor and adjusted wage rate 26 portions of the LUPA methodology to provide a minimum per hour 27 wage of $15.20 to home health aides. 28 The bill also appropriates a sufficient amount from the 29 general fund of the state to DHS for FY 2021-2022 to provide 30 the minimum hourly rate to home health aides under the Medicaid 31 program as specified in the bill. 32 -1- LSB 2150YH (5) 89 pf/rh 1/ 1
