H.F. 53 Section 1. Section 68A.404, subsection 1, Code 2023, is 1 amended to read as follows: 2 1. As used in this section , “independent expenditure” means 3 one or more expenditures in excess of one thousand dollars in 4 the aggregate for a communication that expressly advocates 5 the nomination, election, or defeat of a clearly identified 6 candidate or the passage or defeat of a ballot issue that 7 is made without the prior approval or coordination with a 8 candidate, candidate’s committee, a political party as defined 9 in section 43.2, or a ballot issue committee. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill changes the definition of “independent 14 expenditure” for purposes of campaign finance to include one 15 or more expenditures in excess of $1,000 in the aggregate 16 for a communication that expressly advocates the nomination, 17 election, or defeat of a clearly identified candidate or the 18 passage or defeat of a ballot issue that is made without the 19 prior approval or coordination with a political party.
