  1  1    Section 1.  Section 321.178, subsection 1, Code 2017, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  f.  For students who require a motor vehicle
  1  4 modified with special adaptive equipment, including but not
  1  5 limited to hand controls or a wheelchair lift, laboratory
  1  6 instruction consisting of street or highway driving shall be
  1  7 limited to a maximum of sixty minutes per student per session,
  1  8 unless additional time is necessary to make up instruction time
  1  9 missed due to a course absence or cancellation. If at least
  1 10 one student participating in laboratory instruction consisting
  1 11 of street or highway driving requires a motor vehicle modified
  1 12 with special adaptive equipment, only one or two students
  1 13 shall be scheduled for the laboratory instruction to ensure
  1 14 that appropriate observation time is experienced and to limit
  1 15 driver distraction from passengers. At all times during such
  1 16 laboratory instruction, a camera capable of providing a view
  1 17 of the front driver's seat and front passenger's seat shall be
  1 18 in operation and recording. The recording of any laboratory
  1 19 instruction under this paragraph "f" shall be made available to
  1 20 any law enforcement agency or the department upon request.
  1 21                           EXPLANATION
  1 22 The inclusion of this explanation does not constitute agreement with
  1 23 the explanation's substance by the members of the general assembly.
  1 24    This bill provides that for students who require a motor
  1 25 vehicle modified with special adaptive equipment, driver's
  1 26 education laboratory instruction consisting of street or
  1 27 highway driving shall be limited to a maximum of 60 minutes
  1 28 per student per session, unless additional time is necessary
  1 29 to make up instruction time missed due to a course absence
  1 30 or cancellation. If at least one student participating in
  1 31 laboratory instruction consisting of street or highway driving
  1 32 requires a motor vehicle modified with special adaptive
  1 33 equipment, only one or two students shall be scheduled for the
  1 34 laboratory instruction to ensure that appropriate observation
  1 35 time is experienced and to limit driver distraction from
  2  1 passengers. The bill also requires that at all times during
  2  2 such laboratory instruction, a camera capable of providing a
  2  3 view of the front driver's seat and front passenger's seat
  2  4 shall be in operation and recording. The recording of any
  2  5 laboratory instruction must be made available to any law
  2  6 enforcement agency or the department of transportation upon
  2  7 request.
