Section
260C.14,
Code
2019,
is
amended
by
adding
1
the
following
new
subsection:

SUBSECTION

25.
Develop
and
provide
to
any
newly

admitted
student
a
noncredit
seminar
on
resources
offered
by

the
community
college,
including
but
not
limited
to
mental
5
health
assistance,
suicide
prevention,
dating
violence
and
6
information
relating
to
the
effects
of
dating
violence,
and
7
binge
drinking
and
information
relating
to
the
effects
of
binge
8
drinking.

Any
accredited
private
institution
or
eligible
institution

as
defined
for
purposes
of
this
part
shall
develop
and
provide

to
any
newly
admitted
student
a
noncredit
seminar
on
resources

offered
by
the
institution,
including
but
not
limited
to
mental
14
health
assistance,
suicide
prevention,
dating
violence
and
15
information
relating
to
the
effects
of
dating
violence,
and
16
binge
drinking
and
information
relating
to
the
effects
of
binge
17
drinking.

262.9,
Code
2019,
is
amended
by
adding
the
19
following
new
subsection:

39.
Require
each
institution
of
higher
21
learning
governed
by
the
board
to
develop
and
provide
to
any
22
newly
admitted
student
a
noncredit
seminar
on
resources
offered
23
by
the
institution,
including
but
not
limited
to
mental
health
24
assistance,
suicide
prevention,
dating
violence
and
information
25
relating
to
the
effects
of
dating
violence,
and
binge
drinking
26
and
information
relating
to
the
effects
of
binge
drinking.

Sec.
4.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
28
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
29
community
college
compliance
with
any
state
mandate
included
30
in
this
Act
shall
be
moneys
appropriated
for
general
state
31
financial
aid
to
merged
areas
and
any
other
state
and
federal
32
moneys
received
for
administration
or
student
support,
33
which
shall
be
deemed
to
meet
all
the
state
funding-related
34
requirements
of
section
25B.2,
subsection
3,
and
no
specific
35

state
funding
shall
be
necessary
for
the
full
implementation
of

this
Act
by
and
enforcement
of
this
Act
against
all
affected

political
subdivisions.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
5
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
boards
of
directors
of
community
7
colleges
and
the
state
board
of
regents
to
direct
their
8
community
colleges
and
universities,
and
requires
accredited
9
private
institutions,
to
develop
and
provide
to
all
newly
10
admitted
students
a
noncredit
seminar
on
resources
offered
by
11
the
institution,
including
but
not
limited
to
mental
health
12
assistance,
suicide
prevention,
dating
violence
and
information
13
relating
to
the
effects
of
dating
violence,
and
binge
drinking
14
and
information
relating
to
the
effects
of
binge
drinking.

The
bill
may
include
a
state
mandate
as
defined
in
Code
16
section
25B.3.
The
bill
provides
that
the
state
cost
of
17
requiring
compliance
of
community
colleges
with
any
state
18
mandate
included
in
the
bill
shall
be
moneys
appropriated
for
19
general
state
financial
aid
to
merged
areas
and
any
other
state
20
and
federal
moneys
received
for
administration
or
student
21
support.
The
specification
is
deemed
to
constitute
state
22
compliance
with
any
state
mandate
funding-related
requirements
23
of
Code
section
25B.2.
The
inclusion
of
this
specification
is
24
intended
to
reinstate
the
requirement
of
political
subdivisions
25
to
comply
with
any
state
mandates
included
in
the
bill.
