H.F. 427 Section 1. Section 260C.14, Code 2019, is amended by adding 1 the following new subsections: 2 NEW SUBSECTION . 25. Require that identification cards 3 issued to students include on either side of the identification 4 card the telephone number for the national suicide prevention 5 lifeline. The community college may also include telephone 6 numbers for the crisis text line and a local suicide prevention 7 hotline. 8 NEW SUBSECTION . 26. Require that the community college 9 post the telephone number for the national suicide prevention 10 lifeline on the community college’s internet site. 11 NEW SUBSECTION . 27. Require that the community college 12 provide students information at least twice per academic year 13 on how to access available student mental health services in 14 the college, in the community, or both, as applicable. 15 Sec. 2. Section 261.2, Code 2019, is amended by adding the 16 following new subsections: 17 NEW SUBSECTION . 13. Require any postsecondary institution 18 other than a regents institution or community college whose 19 students are eligible for or who receive financial assistance 20 under programs administered by the commission that issues 21 identification cards to students to include on either side of 22 the identification card the telephone number for the national 23 suicide prevention lifeline. The institution may also include 24 telephone numbers for the crisis text line and a local suicide 25 prevention hotline. 26 NEW SUBSECTION . 14. Require any postsecondary institution 27 other than a regents institution or community college whose 28 students are eligible for or who receive financial assistance 29 under programs administered by the commission to post the 30 telephone number for the national suicide prevention lifeline 31 on the institution’s internet site. 32 NEW SUBSECTION . 15. Section 262.9, Code 2019, is amended by adding the 5 following new subsections: 6 NEW SUBSECTION . 39. Require that each institution 7 of higher education governed by the board that issues 8 identification cards to students to include on either side of 9 the identification card the telephone number for the national 10 suicide prevention lifeline. The institution may also include 11 telephone numbers for the crisis text line and a local suicide 12 prevention hotline. 13 NEW SUBSECTION . 40. Require that each institution of higher 14 education governed by the board post the telephone number for 15 the national suicide prevention lifeline on the institution’s 16 internet site. 17 NEW SUBSECTION . 41. Require that each institution of higher 18 education governed by the board provide students information 19 at least twice per academic year on how to access available 20 student mental health services in the institution, in the 21 community, or both, as applicable. 22 Sec. 4. NEW SECTION . 280.31 Student identification cards —— 23 internet site —— suicide prevention and other information. 24 1. A public or nonpublic school that issues identification 25 cards to students in grades seven through twelve shall include 26 on either side of the identification card the telephone number 27 for the national suicide prevention lifeline. The school may 28 also include telephone numbers for the crisis text line and a 29 local suicide prevention hotline. 30 2. A public or nonpublic school at which students in grades 31 seven through twelve are educated shall post the telephone 32 number for the national suicide prevention lifeline on the 33 school’s internet site. 34 Sec. 5. H.F. 427 student mental health services. 1 A public or nonpublic school shall provide students in 2 grades seven through twelve and parents or guardians of such 3 students information at least twice per school year on how to 4 access available student mental health services in the school, 5 in the community, or both, as applicable. 6 Sec. 6. APPLICABILITY. This Act applies to student 7 identification cards issued on or after the effective date of 8 this Act. A school, institution, or community college that has 9 a supply of unused student identification cards shall utilize 10 that supply prior to complying with the requirements of this 11 Act relating to student identification cards. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill requires that public and accredited nonpublic 16 schools that educate students in grades 7 through 12, regents 17 institutions, community colleges, and other postsecondary 18 institutions whose students are eligible for or who receive 19 financial assistance under programs administered by the 20 college student aid commission to include on either side of 21 identification cards issued to students the telephone number 22 for the national suicide prevention lifeline. The telephone 23 numbers for the crisis text line and a local suicide prevention 24 hotline may also be included. 25 The bill requires such schools, institutions, and community 26 colleges to post the telephone number for the national suicide 27 prevention lifeline on the schools’, institutions’, or 28 community colleges’ internet sites. 29 The bill also requires such schools, institutions, and 30 community colleges to provide students information at least 31 twice per school or academic year on how to access available 32 student mental health services in the institution, in the 33 community, or both, as applicable. 34 The bill applies to student identification cards issued 35 -3- LSB 1146YH (4) 88 je/jh 3/ 4
H.F. 427 on or after the effective date of the bill.
