  1 An Act authorizing the school budget review committee to grant

  5    applicability provisions.

  1  1    Section 1.  Section 257.31, subsection 5, unnumbered
  1  2 paragraph 1, Code 2017, is amended to read as follows:
  1  3    If a district has unusual circumstances, creating an unusual
  1  4 need for additional funds, including but not limited to the
  1  5 circumstances enumerated in paragraphs "a" through "n" "o",
  1  6 the committee may grant supplemental aid to the district from
  1  7 any funds appropriated to the department of education for the
  1  8 use of the school budget review committee for the purposes of
  1  9 this subsection. The school budget review committee shall
  1 10 review a school district's unexpended fund balance prior to
  1 11 any decision regarding unusual finance circumstances. Such
  1 12 aid shall be miscellaneous income and shall not be included in
  1 13 district cost. In addition to or as an alternative to granting
  1 14 supplemental aid the committee may establish a modified
  1 15 supplemental amount for the district. The school budget review
  1 16 committee shall review a school district's unspent balance
  1 17 prior to any decision to establish a modified supplemental
  1 18 amount under this subsection.
  1 19    Sec. 2.  Section 257.31, subsection 5, Code 2017, is amended
  1 20 by adding the following new paragraph:
  1 21    NEW PARAGRAPH.  o.  Any unusual increase in the number of
  1 22 pupils in the district who are eligible for free and reduced
  1 23 price meals under the federal National School Lunch Act and the
  1 24 federal Child Nutrition Act of 1966, 42 U.S.C. {1751=1785.
  1 25    Sec. 3.  APPLICABILITY.  This Act applies to school budget
  1 26 years beginning on or after July 1, 2018.
  1 27                           EXPLANATION
  1 28 The inclusion of this explanation does not constitute agreement with
  1 29 the explanation's substance by the members of the general assembly.
  1 30    Code section 257.31 specifies the types of unusual
  1 31 circumstances under which the school budget review committee
  1 32 may grant supplemental aid to a school district from available
  1 33 funding or establish a modified supplemental amount for a
  1 34 school district.
  1 35    This bill adds any unusual increase in the number of pupils
  2  1 in the district who are eligible for free and reduced price
  2  2 meals to the list of authorized circumstances.
  2  3    The bill applies to school budget years beginning on or after
  2  4 July 1, 2018.
