Code
2019,
is
amended
by
adding

the
following
new
subsection:

NEW
SUBSECTION

22.
Renewable
energy
——
construction

of
rules.
The
board
shall
interpret
and
administer
any
4
requirement,
rule,
or
regulation
adopted
by
the
board
pursuant
5
to
the
exercise
of
its
powers
and
duties
in
a
manner
which
6
promotes,
without
prejudice
or
bias,
the
transition
to
a
7
carbon-constrained
environment,
the
development
of
renewable
8
electric
power
generation,
and
the
use
of
energy
efficiency
and
9
renewable
energy
in
the
state.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
Iowa
utilities
board
to
interpret

and
administer
any
requirement,
rule,
or
regulation
adopted

by
the
board
in
a
manner
which
promotes,

bias,
the
transition
to
a
carbon-constrained
environment,
the

development
of
renewable
electricity
generation,
