Section
1.
Section
260E.2,
subsection
9,
Code
2019,
is
1
amended
to
read
as
follows:

9.
“Industry”
means
a
business
engaged
in
interstate
3
or
intrastate
commerce
for
the
purpose
of
manufacturing,
4
processing,
or
assembling
products,
conducting
research
and
5
development,
providing
center-based
child
day
care
services,
or
6
providing
services
in
interstate
commerce,
but
excludes
retail,
7
health,
or
professional
services.
“Industry”
does
not
include
8
a
business
which
closes
or
substantially
reduces
its
operation
9
in
one
area
of
the
state
of
Iowa
and
relocates
substantially
10
the
same
operation
in
another
area
of
the
state
of
Iowa.
This
11
subsection
does
not
prohibit
a
business
from
expanding
its
12
operations
in
another
area
of
the
state
provided
that
existing
13
operations
of
a
similar
nature
are
not
closed
or
substantially
14
reduced.

Section
260I.6,
subsection
2,
Code
2019,
is
amended

by
adding
the
following
new
paragraph:

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
amends
the
Iowa
industrial
new
jobs
training
Act
22
and
the
gap
tuition
assistance
Act
to
add
center-based
child
23
day
care
services
to
the
programs.
24
Currently,
under
the
Iowa
industrial
new
jobs
training
Act,
25
a
business
in
certain
industries
that
enters
into
an
agreement
26
with
a
community
college
qualifies
for
new
jobs
tax
credits
for
27
the
training
of
new
employees.
The
bill
amends
the
definition
28
of
“industry”
to
add
center-based
child
day
care
services
to
29
the
list
of
industries
which
qualify
a
business
to
enter
into
30
an
agreement
with
a
community
college
for
new
employee
training
31
under
a
new
jobs
training
program
and
entitle
such
business
to
32
new
jobs
tax
credits
for
new
jobs
directly
resulting
from
the
33
project
covered
by
the
agreement.
To
pay
for
such
projects,
34
community
colleges
are
authorized
to
make
an
advance
or
loan

to
issue
and
sell
negotiable
bonds
or
notes.

The
gap
tuition
assistance
program
provides
funding
to
2
community
colleges
for
need-based
tuition
assistance
to
3
applicants
to
enable
completion
of
continuing
education
4
certificate
training
programs
for
in-demand
occupations.
To
5
meet
the
definition
of
“eligible
certificate
program”,
the
6
program
must
offer
training
or
a
credential
in
an
“in-demand
7
occupation”.
The
bill
amends
the
definition
of
“in-demand
8
occupation”
to
add
center-based
child
day
care
services.
