Section
1.
ENROLLMENT
PROCESS
FOR
MEDICAID
HOME
AND

COMMUNITY-BASED
SERVICES
WAIVERS.
The
department
of
human
2
services
shall
modify
the
enrollment
process
for
Medicaid
3
home
and
community-based
services
waivers
to
require
that
an
4
applicant
for
a
Medicaid
home
and
community-based
services
5
waiver
complete
the
eligibility
prescreening,
level
of
6
care
assessment,
and
financial
review,
to
more
definitively
7
determine
if
the
applicant
is
eligible
for
Medicaid
and
8
the
type
of
waiver
that
will
most
appropriately
address
the
9
individual’s
needs,
prior
to
an
income
maintenance
worker
10
requesting
a
waiver
slot
or
placing
the
individual
on
a
waiver
11
waiting
list.
The
department
shall
evaluate
the
modified
12
enrollment
process
to
determine
if
the
process
results
in
13
reduced
numbers
of
individuals
on
home
and
community-based
14
services
waiver
waiting
lists
and
a
more
appropriate
provision
15
of
waiver
services.

The
inclusion
of
this
explanation
does

constitute
agreement
with

explanation’s

the
members
of
the
general
assembly.

This
bill
requires
the
department
of
human
services
20
(DHS)
to
modify
the
enrollment
process
for
Medicaid
home
and
21
community-based
services
(HCBS)
waivers.
22
Currently,
the
enrollment
process
allows
an
applicant,
based
23
only
on
the
positive
results
of
a
prescreening
for
eligibility
24
for
Medicaid,
to
request
a
waiver
slot
and,
if
a
slot
is
not
25
available,
to
be
placed
on
an
HCBS
waiver
waiting
list.
Once
a
26
waiver
slot
is
available,
the
individual
then
undergoes
a
level
27
of
care
(LOC)
assessment
and
a
financial
review,
at
which
point
28
the
applicant
may
be
approved
for
or
denied
the
waiver
services
29
based
on
the
results
of
either
the
LOC
assessment
or
financial
30
review.

Under
the
bill,
the
enrollment
process
is
modified

to
require
that
a
new
applicant
for
HCBS
waiver
services
33
shall
complete
the
eligibility
prescreening,
level
of
care

assessment,
and
financial
review,
all
prior
to
requesting

a

being
