                             AN ACT
 CONCERNING STATE PURCHASING FROM PRISON INDUSTRIES FOR
    PRODUCTS MANUFACTURED IN THIS STATE.

 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
    Section 1.  Section 8A.311, Code 2017, is amended by adding
 the following new subsection:
    NEW SUBSECTION.  12A.  The director shall adopt rules which
 provide that a department or agency is not required to comply
 with the requirements of section 904.808 for the purchase of
 a product if the department or agency can verify that the
 product is manufactured within the state. However, the rules
 shall provide that if a department or agency is not required
 to comply with the requirements of section 904.808, Iowa
 state
  industries, as defined in section 904.802, shall be allowed to
 submit a bid to provide the product to be purchased.
