  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 261E.6, subsection 1, Code 2017, is
  1  2 amended to read as follows:
  1  3    1.  Program established.  The postsecondary enrollment
  1  4 options program is established to promote rigorous academic or
  1  5 career and technical pursuits and to provide a wider variety
  1  6 of options to high school students by enabling ninth and
  1  7 tenth grade students who have been identified by the school
  1  8 district as gifted and talented, and eleventh and twelfth
  1  9 grade students, to enroll in eligible courses at an eligible
  1 10 postsecondary institution of higher learning as a part=time
  1 11  student.
  1 12    Sec. 2.  Section 261E.7, subsection 2, Code 2017, is amended
  1 13 by striking the subsection.
  1 14                           EXPLANATION
  1 15 The inclusion of this explanation does not constitute agreement with
  1 16 the explanation's substance by the members of the general assembly.
  1 17    This bill strikes a provision that prohibits a student from
  1 18 enrolling on a full=time basis in an eligible postsecondary
  1 19 institution under the postsecondary enrollment options program.
  1 20 The provision penalizes full=time enrollment by providing that
  1 21 a student enrolled on such a full=time basis shall not receive
  1 22 any payments under the program. The bill includes a conforming
  1 23 change.
