1.
The
university
of
Iowa
hospitals
and
clinics
shall
3
administer
a
state-funded
psychiatry
residency
program
4
in
cooperation
with
the
state
mental
health
institutes
at
5
Independence
and
Cherokee,
the
state
resource
centers
at
6
Glenwood
and
Woodward,
the
state
training
school
at
Eldora,
7
and
the
Iowa
medical
and
classification
center
at
Oakdale.
8
The
university
of
Iowa
hospitals
and
clinics
shall
expand
the
9
psychiatry
residency
program
to
provide
additional
residency
10
positions
by
providing
financial
support
for
residency
11
positions
which
are
in
excess
of
the
federal
residency
cap
12
established
by
the
federal
Balanced
Budget
Act
of
1997,
Pub.
L.
13
No.
105-33.
Participating
residents
shall
complete
a
portion
14
of
their
psychiatry
training
at
one
of
the
state
mental
health
15
institutes,
the
state
resource
centers,
the
state
training
16
school,
or
the
Iowa
medical
and
classification
center
at
17
Oakdale.
For
accreditation-required
clinical
experiences
not
18
available
at
the
state
mental
health
institutes,
the
state
19
resource
centers,
the
state
training
school,
or
the
Iowa
20
medical
and
classification
center
at
Oakdale,
the
psychiatry
21
residency
program
and
its
residents
may
utilize
clinical
22
rotations
at
the
university
of
Iowa
hospitals
and
clinics
and
23
its
affiliates
across
the
state.

2.
The
residency
program
shall
provide
for
the
awarding
25
of
twelve
residency
positions
for
each
class
of
residents.
26
Preference
in
the
awarding
of
residency
positions
shall
27
be
given
to
candidates
who
are
residents
of
Iowa,
attended
28
and
earned
an
undergraduate
degree
from
an
Iowa
college
or
29
university,
or
attended
and
earned
a
medical
degree
from
a
30
medical
school
in
Iowa.

3.
A
psychiatry
residency
program
fund
is
created
in
32
the
state
treasury
consisting
of
the
moneys
appropriated
or
33
credited
to
the
fund
by
law.
Notwithstanding
section
8.33,
34
moneys
in
the
fund
at
the
end
of
each
fiscal
year
shall
not
35

revert
to
any
other
fund
but
shall
remain
in
the
psychiatry
1
residency
program
fund
for
use
in
subsequent
fiscal
years.

Moneys
in
the
fund
are
appropriated
to
the
university
of
Iowa
3
hospitals
and
clinics
to
be
used
for
the
purposes
of
the
4
program.
For
fiscal
years
beginning
on
or
after
July
1,
2023,
5
there
is
appropriated
from
the
general
fund
of
the
state
to
the
6
psychiatry
residency
program
fund
the
following
amounts
to
be
7
used
for
the
purposes
of
the
program:

a.
For
the
fiscal
year
beginning
July
1,
2023,
one
million
9
two
hundred
thousand
dollars.
10
b.
For
the
fiscal
year
beginning
July
1,
2024,
two
million
11
four
hundred
thousand
dollars.
12
c.
For
the
fiscal
year
beginning
July
1,
2025,
three
million
13
six
hundred
thousand
dollars.

d.
For
the
fiscal
year
beginning
July
1,
2026,
and
each
15
fiscal
year
thereafter,
four
million
eight
hundred
thousand

dollars.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
university
of
Iowa
hospitals
and
21
clinics
(UIHC)
to
administer
a
state-funded
psychiatry
22
residency
program
in
cooperation
with
the
state
mental
health
23
institutes
at
Independence
and
Cherokee,
the
state
resource
24
centers
at
Glenwood
and
Woodward,
the
state
training
school
25
at
Eldora,
and
the
Iowa
medical
and
classification
center
26
at
Oakdale.
The
UIHC
shall
expand
the
psychiatry
residency
27
program
to
provide
additional
residency
positions
in
excess
of
28
those
approved
under
the
federal
residency
cap.
Participating
29
residents
shall
complete
a
portion
of
their
psychiatry
training
30
at
one
of
the
state
institutions
specified.
However,
if
31
accreditation-required
clinical
experiences
are
not
available
32
at
one
of
the
state
institutions,
the
program
and
residents
may
33
utilize
clinical
rotations
at
the
UIHC
or
its
affiliates
across
34
the
state.
The
program
shall
award

residency
positions

each
class
of
residents
and
preference
in
the
awarding
1
of
residency
positions
shall
be
given
to
candidates
who
are

residents
of
Iowa,

from
a
medical
school
in
Iowa.

The
bill
creates
a
psychiatry
residency
program
fund
in

the
state
treasury

fiscal

revert
but
shall
remain
in
the
fund

for

UIHC
to
be
used
for
the
purposes
of
the

program.
The
bill
makes
appropriations
for
the
fiscal
years
12
beginning
July
1,
2023,
and
thereafter.
