NEW
SECTION
.
272.16
Temporary
initial
license
1
for
applicants
who
complete
an
alternative
teacher
certification
2
program.

1.
The
board
shall
grant
a
temporary
initial
teaching
4
license
to
an
applicant
who
meets
all
of
the
following
5
requirements:
6
a.
The
applicant
shall
hold
a
bachelor’s
degree
from
an
7
accredited
college
or
university.
8
b.
The
applicant
shall
successfully
complete
an
alternative
9
teacher
certification
program
that
includes
all
of
the
10
following:
11
(1)
The
required
content
training
in
the
area
in
which
the
12
applicant
seeks
to
be
licensed.
13
(2)
Pedagogy
training,
including
an
examination,
that
14
teaches
effective
instructional
delivery,
classroom
management
15
and
organization,
assessment,
instructional
design,
and
16
professional
learning
and
leadership.

2.
To
be
considered
an
alternative
teacher
certification
18
program
for
purposes
of
this
section,
an
alternative
teacher
19
certification
program
shall
meet
all
of
the
following
20
requirements:
21
a.
The
alternative
teacher
certification
program
must
22
operate
in
at
least
five
states.
23
b.
The
alternative
teacher
certification
program
must
have
24
been
in
operation
for
at
least
ten
years.

3.
An
individual
who
successfully
completes
an
alternative
26
teacher
certification
program
and
who
is
granted
a
temporary
27
initial
teaching
license
by
the
board
under
this
section
is
28
authorized
to
teach
the
subjects
and
grade
levels
that
the
29
individual
successfully
completed
during
the
alternative
30
teacher
certification
program.

4.
The
board
shall
treat
an
individual
who
successfully
32
completes
an
alternative
teacher
certification
program
and
who
33
is
granted
a
temporary
initial
teaching
license
by
the
board
34
under
this
section
in
the
same
manner
as
an
individual
who

completes
a
traditional
teacher
preparation
program
and
who
1
receives
an
initial
teaching
license,
including
during
the
2
process
of
converting
the
temporary
initial
teaching
license

to
a
standard
teaching
license.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
a
new
license
to
be
issued
by
the
board

of
educational
examiners.

The
bill
requires
the
board
of
educational
examiners
to
10
grant
a
temporary
initial
teaching
license
to
an
applicant
11
who
holds
a
bachelor’s
degree
from
an
accredited
college
or
12
university
and
successfully
completes
an
alternative
teacher

certification
program.
The
bill
describes
what
an
alternative

teacher
certification
program
must
include.

The
bill
establishes
requirements
for
alternative
teacher

certification
programs,
including
that
the
program
must

least

states
and
must
have
been
in
operation

at

least

years.

The
bill
provides
that
an
individual
who

alternative
teacher
certification
program
and
who

teach
the
subjects

levels
that
the
individual

the
program.

The
bill
requires
the
board
to
treat
an
individual
who

successfully
completes
an
alternative
teacher
certification

program
and
who
is
granted
a
temporary
initial
teaching
license

in
the
same
manner
as
an
individual
who
completes
a
traditional
28
teacher
preparation
program
and
who
receives
an
initial
29
teaching
license,
including
during
the
process
of
converting
30
the
temporary
initial
teaching
license
to
a
standard
teaching

license.
