H.F. 246 Section 1. DEPARTMENT OF EDUCATION —— IOWA READING RESEARCH 1 CENTER. There is appropriated from the general fund of the 2 state to the department of education for the fiscal year 3 beginning July 1, 2021, and ending June 30, 2022, the following 4 amount, or so much thereof as is necessary, to be used for the 5 purposes designated: 6 1. For purposes of the Iowa reading research center for 7 approval of practitioner preparation programs that, pursuant to 8 section 256.7, subsection 3, paragraph “c”, apply for approval 9 to offer practitioner preparation for the advanced dyslexia 10 specialist endorsement issued by the board of educational 11 examiners pursuant to section 272.2, subsection 23: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 150,000 13 2. Notwithstanding section 8.33, moneys received by the 14 department pursuant to this section that remain unencumbered or 15 unobligated at the close of the fiscal year shall not revert 16 but shall remain available for expenditure for the purposes 17 specified in this section for the following fiscal year. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill appropriates $150,000 from the general fund of 22 the state to the department of education for the 2021-2022 23 fiscal year for purposes of the Iowa reading research center 24 for approval of practitioner preparation programs that apply 25 to offer practitioner preparation for the advanced dyslexia 26 specialist endorsement issued by the board of educational 27 examiners.
