H.F. 2442 Section 1. INTERNET EXCHANGE POINT FEASIBILITY STUDY. The 1 office of the chief information officer and the Iowa 2 telecommunications and technology commission shall jointly 3 conduct a feasibility study regarding the construction and 4 installation of an internet exchange point. The office and the 5 commission shall assess a timeline to construct and install an 6 internet exchange point, the cost to construct and install an 7 internet exchange point, internet exchange point maintenance 8 requirements, internet exchange point maintenance costs, 9 internet exchange point upgrade costs, upgrades recommended to 10 be performed on an internet exchange point, and the optimum 11 number of internet exchange points for the state. The office 12 and the commission shall submit a report, including findings 13 and recommendations, to the general assembly by December 15, 14 2020. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill directs the office of the chief information 19 officer and the Iowa telecommunications and technology 20 commission to jointly conduct a feasibility study relating to 21 internet exchange points. The bill requires the office and the 22 commission to assess a timeline to construct and install an 23 internet exchange point, internet exchange point construction 24 and installation costs, internet exchange point maintenance 25 requirements, internet exchange point maintenance costs, 26 internet exchange point upgrade costs, upgrades recommended to 27 be performed on an internet exchange point, and the optimum 28 number of internet exchange points for the state.
