Section 233A.1, Code 2018, is amended to read as 1 2 follows: 1 3 233A.1 State training school ==== Eldoraand Toledo. 1 4 1. Effective January 1, 1992,a diagnosis and evaluation 1 5 center and otherunits are established atEldorathe state 1 6 training school to providetocourt=committed male juvenile 1 7 delinquents a program which focusesupon appropriate 1 8 developmental skills, treatment, placements, and rehabilitation 1 9on education, observation, treatment, and rehabilitation 1 10 designed to help such juveniles recognize accountability for 1 11 delinquent behavior by confronting and eliminating delinquent 1 12 norms, criminal thinking, and antisocial behavior. The state 1 13 training school shall treat and assist such juveniles in the 1 14 development of skills necessary to function effectively and 1 15 positively in the community in a manner consistent with public 1 16 safety by doing all of the following: 1 17 a. Providing humane, disciplined confinement to male 1 18 juvenile delinquents who present a danger to the community. 1 19 b. Holding male juvenile delinquents accountable for their 1 20 delinquent behavior. 1 21 c. Developing efficient and effective juvenile correctional 1 22 programs within the framework of professional correctional 1 23 standards and available resources that address the safety of 1 24 students and staff and includes a regular independent review 1 25 of the program. 1 26 2.The diagnosis and evaluation center which is used to 1 27 identify appropriate treatment and placement alternatives 1 28 for juveniles and any other unitsUnits for court=committed 1 29 male juvenile delinquents which are located at Eldoraand 1 30 the unit for juvenile delinquents at Toledoshalltogether1 31 be known as the "state training school". For the purposes of 1 32 this chapter "director" means the director of human services 1 33 and "superintendent" means the administrator in charge of the 1 34diagnosis and evaluation center for juvenile delinquents and 1 35 other units at Eldora and the unit for juvenile delinquents at 2 1 Toledostate training school. 2 2 3. The number of children present at any one time at the 2 3 state training schoolat Eldorashall not exceed the population 2 4 guidelines established under 1990 Iowa Acts, ch. 1239, {21, as 2 5 adjusted for subsequent changes in the capacity at the training 2 6 school. 2 7 Sec. 2. Section 233A.14, Code 2018, is amended to read as 2 8 follows: 2 9 233A.14 Transfers to other institutions. 2 10 The administrator may transfer to theschoolsstate training 2 11 school minor wards of the state from any institution under the 2 12 administrator's charge but no person shall be so transferred 2 13 who is mentally ill or has an intellectual disability. Any 2 14 child in theschoolsstate training school who is mentally ill 2 15 or has an intellectual disability may be transferred by the 2 16 administrator to the proper state institution. 2 17 Sec. 3. Section 915.29, subsection 1, unnumbered paragraph 2 18 1, Code 2018, is amended to read as follows: 2 19 The department of human services shall notify a registered 2 20 victim regarding a juvenile adjudicated delinquent for a 2 21 violent crime, committed to the custody of the department of 2 22 human services, and placed at the state training schoolat 2 23 Eldora or Toledo, of the following: HF 2399 (3) 87 hb/rh/md
