1.
NEW
SECTION
.
261.133
Iowa
for
all
college
corps
1
program.
2
1.
An
Iowa
for
all
college
corps
program
is
established
3
to
provide
grants
to
selected
students
to
make
higher
4
education
more
affordable.
The
college
student
aid
commission
5
shall
administer
the
Iowa
for
all
college
corps
program
in
6
collaboration
with
the
state
board
of
regents.
7
2.
An
Iowa
resident
applicant
who
graduated
from
a
high
8
school
in
this
state
shall
be
eligible
for
an
Iowa
for
all
9
college
corps
program
grant
if
the
applicant
meets
all
of
the
10
criteria
specified
under,
or
established
in
accordance
with,
11
subsection
3.
The
commission
shall
award
Iowa
for
all
college
12
corps
program
grants
on
a
first-come,
first-served
basis
based
13
on
the
date
the
applicant
submits
an
application.

3.
Criteria
for
eligibility
for
an
Iowa
for
all
college
15
corps
program
grant
shall
be
established
by
the
college
student
16
aid
commission
and
shall
include
all
of
the
following:
17
a.
The
applicant
has
completed
and
filed
an
application
18
with
the
college
student
aid
commission.
The
applicant
shall
19
be
responsible
for
the
prompt
submission
of
any
information
20
required
by
the
college
student
aid
commission
and
for
the
21
prompt
submission
of
applications
related
to
community
service
22
completed
during
different
academic
years.
23
b.
The
applicant
is
enrolled
in
an
eligible
university.
24
For
purposes
of
this
subsection,
“eligible
university”
means
25
an
institution
of
higher
learning
under
the
control
of
the
26
state
board
of
regents
or
an
accredited
private
institution
as
27
defined
in
section
261.9.
28
c.
The
applicant
has
completed
at
least
four
hundred
fifty
29
hours
of
community
service
during
the
eligible
university’s
30
academic
year.

d.
Any
other
criteria
established
by
the
college
student
aid
32
commission.

4.
An
Iowa
for
all
college
corps
program
grant
shall
not
34
exceed
the
highest
resident
tuition
rate
established
for

institutions

higher
education
governed
by
the
state
board

of
regents
during
the
school
year
the
applicant
submitted
an

application
for
an
Iowa
for
all
college
corps
program
grant.

5.
The
college
student
aid
commission
shall
use
not
more
4
than
three
percent
of
the
moneys
in
the
Iowa
for
all
college
5
corps
program
fund
at
the
beginning
of
the
fiscal
year
to
pay
6
the
costs
and
expenses
associated
with
the
administration
and
7
operation
of
the
Iowa
for
all
college
corps
program.

The
college
student
aid
commission,
in
collaboration
9
with
the
state
board
of
regents,
shall
adopt
rules
pursuant
10
to
chapter
17A
to
administer
this
section.
The
rules
shall
11
include
a
process
for
use
by
the
college
student
aid
commission
12
to
determine
which
eligible
applicants
will
receive
an
Iowa
for
13
all
college
corps
program
grant.

7.
An
Iowa
for
all
college
corps
program
fund
is
established
15
in
the
state
treasury.
The
fund
shall
be
administered
by
the
16
college
student
aid
commission
and
shall
consist
of
moneys
17
appropriated
by
the
general
assembly
and
any
other
moneys
18
received
by
the
college
student
aid
commission
for
deposit
19
in
the
fund.
The
moneys
in
the
fund
are
appropriated
to
the
20
college
student
aid
commission
for
the
Iowa
for
all
college
21
corps
program.
Notwithstanding
section
8.33,
moneys
in
the
22
fund
at
the
close
of
the
fiscal
year
shall
not
revert
to
23
the
general
fund
of
the
state
but
shall
remain
available
for
24
expenditure
for
the
Iowa
for
all
college
corps
program
for
25
subsequent
fiscal
years.
Notwithstanding
section
12C.7,
26
subsection
2,
interest
or
earnings
on
moneys
in
the
fund
shall
27
be
credited
to
the
fund.

Sec.
2.
COLLEGE
STUDENT
AID
COMMISSION
——
IOWA
FOR
ALL
29
COLLEGE
CORPS
PROGRAM
——
APPROPRIATION.
There
is
appropriated
30
from
the
general
fund
of
the
state
to
the
college
student
aid
31
commission
for
the
fiscal
year
beginning
July
1,
2022,
and
32
ending
June
30,
2023,
the
following
amount,
or
so
much
thereof
33
as
is
necessary,
to
be
used
for
the
purposes
designated:

This
bill
establishes
the
Iowa
for
all
college
corps
program

in
the
college
student
aid
commission
(commission).

The
bill
provides
that
the
purpose
of
the
program
is
to
9
provide
grants
to
selected
students
to
make
higher
education
10
more
affordable.
The
bill
requires
the
commission
to
11
administer
the
program
in
collaboration
with
the
state
board
12
of
regents
(BOR).
13
The
bill
establishes
that
an
Iowa
resident
applicant
who
14
graduated
from
a
high
school
in
this
state
shall
be
eligible
15
for
a
grant
under
the
program
if
the
applicant
has
completed
16
and
filed
an
application
with
the
commission,
is
enrolled
in
17
an
eligible
university,
has
completed
at
least
450
hours
of
18
community
service
during
the
eligible
university’s
academic
19
year,
and
if
the
applicant
satisfies
any
other
criteria
20
established
by
the
commission.

The
bill
limits
the
amount
of
a
grant
under
the
program
22
to
an
amount
not
to
exceed
the
highest

for
