is
amended
by
adding
the
following

subparagraph:

2021,
the
rules

establishing
the
Iowa
core
standards
for
social
studies
for

kindergarten
through
grade
twelve
shall
include
the
history,

contributions,
and
perspectives
of
populations
in
accordance

with
section
256.9,
subsection
60.

Sec.
2.
Section
256.9,
Code
2020,
is
amended
by
adding
the
8
following
new
subsection:

a.
By
May
1,
2021,
review
and
revise
10
the
Iowa
core
standards
to
ensure
that
the
content
anchor
11
standards
for
United
States
history,
geography,
economics,
12
civics,
and
government
include
the
histories,
contributions,
13
and
perspectives
of
all
of
the
following
populations:
14
(1)
Native
Americans.
15
(2)
People
of
African,
Asian,
Pacific
Islander,
Hispanic,
16
Latino,
or
Middle
Eastern
heritage.
17
(3)
Women.
18
(4)
Persons
with
disabilities.
19
(5)
Immigrants
or
refugees.
20
(6)
Persons
who
are
or
who
identify
as
lesbian,
gay,
21
bisexual,
or
transgender.
22
b.
Provide
technical
assistance
and
implementation
23
strategies
to
school
districts
if
revisions
made
pursuant
to
24
this
subsection
require
curriculum
and
instruction
changes.

c.
Regularly
review
and
recommend
changes
as
necessary
to
26
the
rules
adopted
by
the
state
board
establishing
the
Iowa
27
core
standards
for
social
studies
pursuant
to
section
256.7,

subsection
26,
paragraph
“a”

and

subsection

Sec.
3.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
31
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
32
compliance
with
any
state
mandate
included
in
this
Act
shall
33
be
paid
by
a
school
district
from
state
school
foundation
aid
34
received
by
the
school
district
under
section
257.16.
This

specification
of
the
payment
of
the
state
cost
shall
be
deemed
1
to
meet
all
of
the
state
funding-related
requirements
of
2
section
25B.2,
subsection
3,
and
no
additional
state
funding

shall
be
necessary
for
the
full
implementation
of
this
Act
4
by
and
enforcement
of
this
Act
against
all
affected
school
5
districts.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
director
of
the
department
of
10
education
to
review
and
revise
the
Iowa
core
standards
for
11
social
studies
by
May
1,
2021,
and
requires
the
state
board
12
of
education
to
adopt
rules
by
July
1,
2021,
based
on
the
13
director’s
revisions.

The
director
must
ensure
that
the
content
anchor
standards
15
for
United
States
history,
geography,
economics,
civics,
16
and
government
include
the
histories,
contributions,
and
17
perspectives
of
Native
Americans;
people
of
African,
Asian,
18
Pacific
Islander,
Hispanic,
Latino,
or
Middle
Eastern
heritage;
19
women;
persons
with
disabilities;
immigrants
or
refugees;
and
20
persons
who
are
or
who
identify
as
lesbian,
gay,
bisexual,
or
21
transgender.

The
director
must
also
provide
technical
assistance
and
23
implementation
strategies
to
school
districts
if
the
revisions
24
require
curriculum
and
instruction
changes.

The
director
is
further
tasked
with
regularly
reviewing
and
26
recommending
administrative
rule
changes
as
necessary
relating
27
to
the
Iowa
core
standards
for
social
studies.

The
bill
may
include
a
state
mandate
as
defined
in
Code
29
section
25B.3.
The
bill
requires
that
the
state
cost
of
30
any
state
mandate
included
in
the
bill
be
paid
by
a
school
31
district
from
state
school
foundation
aid
received
by
the
32
school
district
under
Code
section
257.16.
The
specification
33
is
deemed
to
constitute
state
compliance
with
any
state
mandate
34
funding-related
requirements
of
Code
section
25B.2.
The

inclusion

this
specification
is
intended
to
reinstate
the

requirement
of
political
subdivisions
to
