Section
1.
SCHOOL
DISTRICT
FUNDING
SUPPLEMENT
——
FISCAL

YEAR
2022-2023.

1.
There
is
appropriated
from
the
general
fund
of
the
state
3
to
the
department
of
education
for
the
fiscal
year
beginning
4
July
1,
2021,
and
ending
June
30,
2022,
nineteen
million
5
two
hundred
thousand
dollars
to
make
all
payments
to
school
6
districts
required
under
subsection
2.
7
2.
a.
Moneys
appropriated
to
the
department
of
education
8
under
this
section
shall
be
used
to
provide
a
funding
9
supplement
to
each
school
district
during
the
fiscal
year
10
beginning
July
1,
2022,
and
ending
June
30,
2023.

b.
Each
school
district’s
funding
supplement
amount
shall
12
be
equal
to
nineteen
million
two
hundred
thousand
dollars
13
multiplied
by
the
quotient
of
the
school
district’s
budget
14
enrollment
for
the
budget
year
beginning
July
1,
2022,
and
15
ending
June
30,
2023,
divided
by
the
statewide
total
budget
16
enrollment
for
the
budget
year
beginning
July
1,
2022,
and
17
ending
June
30,
2023.

c.
Moneys
received
by
a
school
district
under
this
section

shall
be
miscellaneous
income
for
purposes
of
chapter
257
and
20
shall
not
be
included
in
district
cost.

The
school
district
funding
supplement
received
by
22
a
school
district
under
this
section
shall
be
used
for
the
23
increased
cost
of
employing
para-educators,
substitute
24
teachers,
bus
drivers,
and
administrative
and
support
staff
25
due
to
worker
shortages,
and
other
increased
costs
incurred
by
26
the
school
district
resulting
from
goods
and
services
price
27
inflation.

3.
Notwithstanding
section
8.33,
moneys
appropriated
in
29
this
section
that
remain
unencumbered
or
unobligated
at
the
30
close
of
the
fiscal
year
beginning
July
1,
2021,
and
ending
31
June
30,
2022,
shall
not
revert
but
shall
remain
available
for
32
expenditure
for
the
purposes
designated
until
the
close
of
the
33
succeeding
fiscal
year.

The
payment
of
funding
supplement
amounts
under
this

section
shall
be
paid
by
the
department
of
education
at
the

same
time
and
in
the
same
manner
as
foundation
aid
is
paid
2
under
section
257.16
for
the
fiscal
year
beginning
July
1,
3
2022,
and
ending
June
30,
2023,
and
may
be
included
in
the
4
monthly
payment
of
state
aid
under
section
257.16,
subsection
5
2.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
7
importance,
takes
effect
upon
enactment.

EXPLANATION
9
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
a
school
district
funding
supplement
12
for
the
fiscal
year
beginning
July
1,
2022,
and
appropriates
13
from
the
general
fund
of
the
state
to
the
department
of
14
education
for
the
fiscal
year
beginning
July
1,
2021,
and
15
ending
June
30,
2022,
$19.2
million
to
make
all
school
district
16
funding
supplement
payments.
The
bill
specifies
that
moneys
17
appropriated
for
school
district
funding
supplement
payments
18
that
remain
unencumbered
or
unobligated
at
the
close
of
19
the
fiscal
year
beginning
July
1,
2021,
shall
not
revert
20
but
shall
remain
available
for
expenditure
for
the
purposes
21
designated
until
the
close
of
the
succeeding
fiscal
year.
Each
22
school
district’s
funding
supplement
amount
shall
be
equal
23
to
the
portion
of
the
$19.2
million
appropriation
that
is
24
proportionate
to
the
school
district’s
budget
enrollment
as
a
25
percentage
of
the
statewide
total
budget
enrollment
for
the
26
budget
year
beginning
July
1,
2022.
Such
funds
received
by
a
27
school
district
under
the
bill
shall
be
used
for
the
increased
28
cost
of
employing
para-educators,
substitute
teachers,
bus
29
drivers,
and
administrative
and
support
staff
due
to
worker
30
shortages,
and
other
increased
costs
incurred
by
the
school
31
district
resulting
from
goods
and
services
price
inflation.

School
district
funding
supplement
payments
received
by
a
33
school
district
shall
be
miscellaneous
income
for
purposes
of
34
Code
chapter
257
and
shall
not
be
included
in
district
cost.
