  1  1    Section 1.  NEW SECTION.  691.10  Untested violent crime
  1  2 evidence collection kit.
  1  3    1.  As used in this section, "untested violent crime evidence
  1  4 collection kit" means an untested crime evidence kit related to
  1  5 a death, sexual abuse, or an assault that has been submitted
  1  6 to the state criminalistics laboratory for either a serology
  1  7 or deoxyribonucleic acid test.
  1  8    2.  The commissioner of the department of public safety shall
  1  9 develop and implement a plan with discernible goals and metrics
  1 10 to reduce the processing time of an untested violent crime
  1 11 evidence collection kit to less than ninety days from the date
  1 12 the kit is submitted to the state criminalistics laboratory.
  1 13 The plan shall be posted on the internet site of the department
  1 14 of public safety.
  1 15                           EXPLANATION
  1 16 The inclusion of this explanation does not constitute agreement with
  1 17 the explanation's substance by the members of the general assembly.
  1 18    This bill relates to testing violent crime evidence
  1 19 collection kits by the state criminalistics laboratory.
  1 20    The bill defines "untested violent crime evidence collection
  1 21 kit" to mean an untested crime evidence kit related to a
  1 22 death, sexual abuse, or an assault that has been submitted to
  1 23 the state criminalistics laboratory for either a serology or
  1 24 deoxyribonucleic acid test.
  1 25    The bill requires the commissioner of the department of
  1 26 public safety to develop and implement a plan with discernible
  1 27 goals and metrics to reduce the processing time of an untested
  1 28 violent crime evidence collection kit to less than 90 days
  1 29 from the date the kit is submitted to the state criminalistics
  1 30 laboratory.  The plan shall be posted on the internet site of
  1 31 the department of public safety.
