H.F. 2298 Section 1. NEW SECTION . 2.57 Minority impact statements. 1 1. A minority impact statement shall be attached to each 2 appropriation bill prior to debate on the floor of a chamber of 3 the general assembly. The statement shall include information 4 concerning the impact of the legislation upon minority persons 5 in the state, including but not limited to the impact upon 6 economic opportunities, employment, incarceration, educational 7 opportunities, voter rights and voting access, and other 8 relevant matters. The statement shall be factual and shall, if 9 possible, provide a reasonable estimate of both the immediate 10 effect and the long-range impact upon minority persons. The 11 legislative services agency shall develop a protocol for 12 analyzing the impact of legislation on minority persons 13 pursuant to this section. For purposes of this section, 14 “minority persons” means the same as defined in section 8.11. 15 2. The legislative services agency shall cause to be 16 prepared a minority impact statement within a reasonable time 17 after an appropriation bill is placed on the calendar of 18 either chamber of the general assembly. All minority impact 19 statements approved by the legislative services agency shall be 20 transmitted immediately to either the chief clerk of the house 21 or the secretary of the senate, after notifying the sponsor 22 of the legislation that the statement has been prepared for 23 publication. The chief clerk of the house or the secretary 24 of the senate shall attach the statement to the bill or joint 25 resolution as soon as it is available. 26 3. The legislative services agency may request the 27 cooperation of any state department or agency or political 28 subdivision in preparing a minority impact statement. 29 4. A revised minority impact statement shall be prepared 30 if the minority impact has been changed by the adoption 31 of an amendment, and may be requested by a member of the 32 general assembly or be prepared upon a determination made by 33 the legislative services agency. H.F. 2298 appropriation bill unless so ordered by the presiding officer 1 of the chamber. 2 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 3 importance, takes effect upon enactment. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill provides that the legislative services agency 8 shall prepare a minority impact statement for appropriations 9 bills prior to debate. The bill provides that the statement 10 shall include the impact of the legislation upon minority 11 persons in the state, including, but not limited to information 12 regarding economic opportunities, employment, incarceration, 13 educational opportunities, voter rights and voting access, and 14 other relevant matters. A revised minority impact statement 15 shall be prepared if the minority impact has been changed by 16 the adoption of an amendment, and may be requested by a member 17 of the general assembly or be prepared upon a determination 18 made by the legislative services agency.
