Private
provider.

a.
Notwithstanding
section
256.7,
subsection
3,
and
section
13
256.16,
a
private
provider
selected
by
the
board
of
educational
14
examiners
may
offer
a
nontraditional
educator
preparation
15
pathway
program
that
allows
applicants
to
begin
teaching
in
a
16
school
district
or
accredited
nonpublic
school
in
Iowa
upon
17
acceptance
in
the
program
and
upon
receiving
an
interim
license
18
or
interim
endorsement
from
the
board
of
educational
examiners
19
in
accordance
with
this
section.
20
b.
The
private
provider
selected
must
be
approved
to
offer
21
nontraditional
education
preparation
pathway
programs
leading
22
to
teacher
licensure,
certification,
or
endorsement
in
at
least
23
fourteen
other
states.

2.
Application
requirements.
Applications
for
the
25
nontraditional
educator
preparation
pathway
program
shall
26
identify
the
content
area
and
grade
level
for
which
the
27
applicant
seeks
licensure
or
endorsement.
In
addition,
an
28
applicant
shall
submit
evidence
of
all
the
following
to
receive
29
a
classroom-ready
certificate
from
the
private
provider:
30
a.
Possession
of
a
baccalaureate
degree.
31
b.
A
completed
background
investigation
conducted
by
the
32
division
of
criminal
investigation
of
the
department
of
public
33
safety.

Services
to
program
participants.
The
private
provider

provide
the
following
services
to
persons
accepted
into

the
nontraditional
educator
preparation
pathway
program:

a.
Mentor
teachers
for
at
least
two
years
for
persons
3
teaching
under
an
interim
license.

b.
Mentor
teachers
for
at
least
one
year
for
persons
5
teaching
under
an
interim
endorsement.

c.
Evaluations
by
practitioners
who
have
successfully
7
completed
an
evaluator
training
program
pursuant
to
section
8
284.10.
9
d.
Assistance
in
preparing
a
performance
assessment
10
portfolio.
11
e.
Pedagogical
strategies
and
coursework
relating
to
student
12
learning
projects
and
literacy.
13
4.
Classroom
ready
certificate.
A
person
who
is
accepted
14
in
the
nontraditional
educator
preparation
pathway
program
15
and
receives
a
classroom
ready
certificate
shall
use
the
16
certificate
to
secure
a
job
in
a
school
district
or
accredited
17
nonpublic
school
in
Iowa
teaching
in
the
content
area
and
grade
18
level
for
which
the
person
is
seeking
licensure
or
endorsement.

Interim
licensure
or
endorsement.
If
a
person
receives
20
and
submits
to
the
board
of
educational
examiners
the
classroom
21
ready
certificate
received
pursuant
to
subsection
4
and
22
provides
to
the
board
confirmation
of
employment
in
the
23
appropriate
content
area
and
grade
level
in
a
school
district
24
or
accredited
nonpublic
school
in
Iowa,
the
board
shall
issue
25
an
interim
license
or
interim
endorsement,
as
applicable,
to
26
the
person,
which
authorizes
the
person
to
teach
in
the
content
27
area
and
grade
level
for
which
the
person
seeks
licensure
or
28
endorsement,
in
the
school
district
or
accredited
nonpublic
29
school
in
Iowa
whose
offer
of
employment
was
confirmed
pursuant
30
to
this
subsection,
while
the
person
continues
to
participate
31
in
the
nontraditional
educator
preparation
pathway
program.

a.
An
interim
license
shall
be
valid
for
three
years
and
is
33
nonrenewable.

b.
An
interim
endorsement
shall
be
valid
for
one
year
and

renewed
not
more
than
twice.
The
board
of
educational

examiners
may
set
additional
requirements
on
an
interim

endorsement
depending
on
the
type
of
endorsement

6.
Program
completion
requirements.
To
complete
the
4
nontraditional
educator
preparation
pathway
program,
a
person
5
must
complete
all
of
the
following:

a.
The
pedagogy
and
subject
area
assessments
required
by
the
7
private
provider.
The
board
of
educational
examiners
may
set
8
additional
requirements
on
an
interim
endorsement
depending
on
9
the
type
of
endorsement
sought.
10
b.
Within
the
first
three
years
of
teaching
under
an
interim
11
license,
complete
a
one-year
clinical
experience
as
required
by
12
the
private
provider
and
two
years
of
mentoring.
13
c.
Any
other
requirements
the
board
of
educational
examiners
14
and
the
private
provider
may
establish.

7.
Standard
licensure
——
endorsement.
A
person
who
16
successfully
completes
the
nontraditional
educator
preparation
17
pathway
program
and
submits
a
letter
of
authorization
from
the
18
school
district
or
accredited
nonpublic
school
of
employment
19
shall
be
qualified
to
receive
a
standard
license
or
endorsement
20
from
the
board
of
educational
examiners.

8.
The
total
fee
charged
by
the
private
provider
to
a
person
22
who
completes
the
nontraditional
educator
preparation
pathway
23
program
and
is
issued
a
standard
teaching
license
or
the
24
endorsement
sought
shall
not
exceed
one
thousand
nine
hundred
25
dollars.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
a
private
provider
selected
by
the
30
board
of
educational
examiners
may
offer
a
nontraditional

educator
preparation
pathway
program
that
allows
applicants
who

have
a
baccalaureate
degree
and
complete
a
background
check
to

receive
a
classroom-ready
certificate
authorizing
the
person

to

a
teacher
in
a

district
or

Iowa
and
be

an
interim

license

endorsement

The
private
provider
selected
must
be

Program
applications
must
identify
the
content
area
5
and
grade
level
for
which
the
applicant
seeks
licensure
or

endorsement.

The
private
provider
must
provide
mentor
teachers
for

under
an
interim

license
and
for
at
least
one
year
for
persons
teaching
under
10
an
interim
endorsement;
evaluations
by
trained
practitioners;

assistance
in
preparing
a
performance
assessment
portfolio;

and
pedagogical
strategies
and
coursework
relating
to
student
13
learning
projects
and
literacy.

An
interim
license
is
valid
for
three
years
and
is

interim
endorsement
is
valid
for
one
year
and

The
board
of

examiners
may

a
program
must

the

person

under

license

the

teaching
under
an

license,
complete
a
one-year

Both
the
board

examiners
and
the

private
provider
may
establish
additional
program
completion

requirements.

A
person
who
