Legislative
proceedings

participation.

1.
Each
member
of
the
general
assembly
shall
be
allowed

to
vote,
debate,
and
otherwise
participate
in
all
forms
4
of
legislative
business
in
which
the
member
is
entitled
5
to
participate,
including
committee
meetings,
subcommittee
6
meetings,
meetings
of
political
caucuses,
and
debates
and
votes
7
on
the
chamber
floor,
by
means
of
remote
audio
and
visual
8
technology.

2.
Each
member
of
the
public
shall
be
allowed
to
view
all
10
forms
of
legislative
business
that
are
open
to
the
public
by
11
means
of
remote
audio
and
visual
technology.
Each
member
12
of
the
public
shall
also
be
allowed
to
participate
in
such
13
business
by
means
of
remote
audio
and
visual
technology
to
the
14
extent
that
public
participation
is
allowed.

does

constitute
agreement

the
members

the
general

This
bill
relates
to
remote
participation
in
legislative

business.
The
bill
requires
that
members
of
the
general

assembly
be
allowed
to
participate
and
vote
in
all
forms
21
of
legislative
business
in
which
the
member
is
entitled
to
22
participate
by
means
of
remote
audio
and
visual
technology.
23
The
bill
also
requires
that
members
of
the
public
be
allowed
24
to
view
all
forms
of
legislative
business
that
are
open
to
the
25
public
by
means
of
remote
audio
and
visual
technology,
and
to
26
participate
using
such
methods
as
appropriate.
