H.F. 2271 Section 1. Section 68B.31, subsection 4, paragraph a, 1 subparagraph (1), Code 2022, is amended to read as follows: 2 (1) Prepare a code of ethics within thirty days after the 3 commencement of each general assembly , which shall require that 4 members of the general assembly receive at least one hour of 5 instruction in legislative ethics annually from the ethics 6 committee . 7 Sec. 2. Section 68B.31, subsection 4, paragraph a, Code 8 2022, is amended by adding the following new subparagraph: 9 NEW SUBPARAGRAPH . (6) Provide at least one hour of 10 instruction in legislative ethics annually for the members of 11 its house. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill relates to education requirements for members of 16 the general assembly in legislative ethics. 17 The house and senate ethics committees are required to 18 prepare a code of ethics within 30 days of the commencement of 19 each general assembly. Under the bill, the code of ethics must 20 require the members of the general assembly to receive at least 21 one hour of instruction in legislative ethics annually from the 22 house or senate ethics committee. 23 The ethics committees may investigate violations of the 24 code of ethics. A member of the general assembly who violates 25 the code of ethics may be censured or be subject to any other 26 appropriate sanction, including suspension or expulsion. 27 -1- LSB 6091YH (1) 89 jh/tm 1/ 1
