The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
includes
children
who
have
been
subjected
to
human
8
trafficking
as
defined
in
Code
section
710A.1
in
child
in
need
9
of
assistance
provisions
under
the
juvenile
justice
code.

The
bill
amends
the
definition
of
child
in
need
of
assistance
11
in
Code
section
232.2
to
include
such
children.
12
Code
section
710A.1
defines
the
term
“human
trafficking”
to
13
mean
participating
in
a
venture
to
recruit,
harbor,
transport,
14
supply
provisions,
or
obtain
a
person
for
any
of
the
following
15
purposes:
forced
labor
or
service
that
results
in
involuntary
16
servitude,
peonage,
debt
bondage,
or
slavery
or
commercial
17
sexual
activity
through
the
use
of
force,
fraud,
or
coercion,
18
except
that
if
the
trafficked
person
is
under
the
age
of
18,
19
the
commercial
sexual
activity
need
not
involve
force,
fraud,
20
or
coercion.
The
term
also
means
knowingly
purchasing
or
21
attempting
to
purchase
services
involving
commercial
sexual
22
activity
from
a
victim
or
another
person
engaged
in
human
23
trafficking.

The
Code
section
232.2
definition
is
applied
by
the
juvenile
25
court,
department
of
human
services,
and
others
engaged
in
the
26
protection
of
children
under
the
juvenile
justice
code.
