Section
1.
Section
321E.7,
subsection
1,
paragraph
a,
Code
1
2022,
is
amended
to
read
as
follows:

a.
Cranes
being
temporarily
moved
on
streets,
roads,
or
3
highways
may
have
a
gross
weight
of
twenty-four
thousand
pounds
4
on
any
single
axle.
Cranes
being
moved
under
a
permit
issued
5
in
accordance
with
this
chapter
shall
obtain
route
approval
6
from
the
permit-issuing
authority.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
9
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
the
gross
weight
on
any
one
axle
of
a
11
vehicle
or
combination
of
vehicles,
including
such
vehicles
12
traveling
under
any
permit
issued
under
Code
chapter
321E
13
(vehicles
of
excessive
size
and
weight),
is
generally
limited
14
to
20,000
pounds.
There
are
a
wide
variety
of
permits
issued
15
under
Code
chapter
321E,
including
single-trip,
multi-trip,
16
and
annual
permits.
One
of
the
exceptions
to
the
single
axle
17
load
limitation
provided
under
current
law
allows
cranes
being
18
temporarily
moved
on
streets,
roads,
or
highways
to
have
19
a
gross
weight
of
up
to
24,000
pounds
on
any
single
axle.

Based
on
this
provision,
the
department
of
transportation’s
21
administrative
rules
provide
for
single
trip
permits
for
cranes
22
with
a
single
axle
load
not
exceeding
24,000
pounds,
but
do
not
23
provide
for
annual
permits
or
other
permits
for
such
cranes.

This
bill
strikes
the
word
“temporarily”
from
the
exception,
25
thereby
allowing
cranes
with
a
single
axle
load
not
exceeding
26
24,000
pounds
to
be
eligible
for
any
type
of
permit
issued
27
under
Code
chapter
321E,
including
annual
permits,
provided
the
28
crane
conforms
to
the
vehicle
dimension
and
other
requirements
29
set
forth
under
current
law
for
that
permit.
The
bill
30
specifies
that
a
crane
must
obtain
route
approval
from
the
31
permit-issuing
authority.
