Section 257.31, Code 2018, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 19. A student meal debt elimination fund is 1 4 created in the state treasury under the control of the school 1 5 budget review committee. The committee may accept gifts, 1 6 grants, bequests, and other private contributions, as well as 1 7 state or federal moneys, for deposit in the fund. Moneys in 1 8 the fund are appropriated to the school budget review committee 1 9 for purposes of relieving school districts of student meal 1 10 debt. The committee in its discretion shall distribute the 1 11 available moneys in the fund to school districts in the amounts 1 12 determined by the committee. Notwithstanding section 8.33, 1 13 moneys in the fund at the end of each fiscal year shall not 1 14 revert to any other fund but shall remain in the student meal 1 15 debt elimination fund for expenditure for subsequent fiscal 1 16 years. Notwithstanding section 12C.7, interest or earnings on 1 17 moneys in the fund shall be credited to the fund. 1 18 Sec. 2. SCHOOL BUDGET REVIEW COMMITTEE == STUDENT MEAL DEBT 1 19 ELIMINATION FUND. There is appropriated from the general fund 1 20 of the state to the school budget review committee for the 1 21 fiscal year beginning July 1, 2018, and ending June 30, 2019, 1 22 the following amount, or so much thereof as is necessary, to be 1 23 used for the purposes designated: 1 24 For deposit in the student meal debt elimination fund 1 25 established under section 257.31, subsection 19, if enacted by 1 26 this Act: 1 27 .................................................. $ 5,000,000 1 28 EXPLANATION 1 29 The inclusion of this explanation does not constitute agreement with 1 30 the explanation's substance by the members of the general assembly. 1 31 This bill creates a student meal debt elimination fund 1 32 in the state treasury under the control of the school budget 1 33 review committee and appropriates $5 million to the committee 1 34 for deposit in the fund. The committee may accept private 1 35 contributions as well as state or federal moneys for deposit 2 1 in the fund. The committee in its discretion shall distribute 2 2 available fund moneys to relieve school districts of student 2 3 meal debt. Moneys remaining in the fund at the end of each 2 4 fiscal year carry over for expenditure for subsequent fiscal 2 5 years. LSB 5740YH (5) 87 kh/jh
