H.F. 2200 Section 1. NEW SECTION . 283A.12 Testing of food for 1 glyphosate. 2 1. Each school year beginning with the school year 3 commencing July 1, 2021, the department of education shall test 4 food routinely served to students by school districts for the 5 presence of glyphosate in accordance with this section. 6 2. The department shall carry out testing for the presence 7 of glyphosate each school year in each school district in this 8 state. Testing shall consist of a minimum of ten samples 9 over the course of a school year of food routinely served to 10 students. 11 3. The state hygienic laboratory or any other state entity 12 shall assist the department in carrying out testing pursuant to 13 this section upon request. If adequate state resources are not 14 available to carry out the testing, the department may enter 15 into a contract with a private entity to carry out the testing. 16 4. The department shall post the results of testing pursuant 17 to this section on the department’s internet site and shall 18 provide for the transmission of the results to the parents or 19 guardians of each student in the school district and, upon 20 request, to other interested parties. The results shall 21 include the following disclaimer: 22 Industrial residues and other contaminants accumulate 23 in the food chain and present a toxicological concern to 24 children. A growing body of scientific research suggests 25 high concentrations of glyphosate may be connected to 26 behavioral and psychiatric disorders. Additional science 27 is needed, especially pertaining to the relationship of 28 various environmental contaminants that are common in the 29 industrialized world to the presence of glysophate in the 30 physiology of children. 31 5. The board of education shall adopt rules pursuant to 32 chapter 17A to implement this section, including but not 33 limited to rules providing for glyphosate testing procedures 34 and the scheduling of testing. 35 -1- LSB 5319YH (5) 88 je/jh 1/ 2
H.F. 2200 EXPLANATION 1 The inclusion of this explanation does not constitute agreement with 2 the explanation’s substance by the members of the general assembly. 3 This bill requires the department of education to test 4 food routinely served to students by school districts for the 5 presence of glyphosate each school year beginning with the 6 school year commencing July 1, 2021. 7 The bill requires the department to carry out testing for the 8 presence of glyphosate each school year in each school district 9 in Iowa, which shall consist of a minimum of 10 samples 10 over the course of a school year of food routinely served to 11 students. 12 The bill requires the state hygienic laboratory or any other 13 state entity to assist the department in carrying out the 14 testing upon request. The bill authorizes the department to 15 enter into a contract with a private entity to carry out the 16 testing if adequate state resources are not available to carry 17 out the testing. 18 The bill requires the department to post the results of the 19 testing on the department’s internet site and provide for the 20 transmission of the results to the parents or guardians of each 21 student in the school district and, upon request, to other 22 interested parties.
