Section
1.
Section
135B.7,
Code
2019,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
6.
The
department
shall
also
adopt
rules
3
requiring
hospitals
to
establish
and
implement
protocols
for
4
providing
transitional
care
for
up
to
twenty-four
hours
for
5
needs
of
patients
who
are
veterans,
as
defined
in
section
35.1,
6
who
are
seeking
mental
health
services
or
treatment
and
who
may
7
be
at
risk
for
causing
harm
to
themselves
or
others
without
8
such
transitional
care.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
inspections
and
appeals
13
to
adopt
rules
requiring
hospitals
to
establish
protocols
for
14
providing
transitional
care
for
up
to
24
hours
for
needs
of
15
patients
who
are
veterans
and
who
may
be
at
risk
of
causing
16
harm
to
themselves
or
others.
