  1  1    Section 1.  Section 481A.48, Code 2017, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  6.  The commission shall adopt rules
  1  4 pursuant to chapter 17A allowing the use of straight wall
  1  5 cartridge rifles to hunt deer as follows:
  1  6    a.  A straight wall cartridge rifle may be used to hunt deer
  1  7 during any established firearm deer hunting season except early
  1  8 muzzleloader season by a person who has a valid deer hunting
  1  9 license and is otherwise qualified to hunt.
  1 10    b.  A straight wall cartridge rifle that is allowed pursuant
  1 11 to this subsection shall be of the same caliber and use the
  1 12 same straight wall ammunition as is allowed for use in a pistol
  1 13 or revolver for hunting deer as provided in subsection 5.
  1 14 In addition, the commission shall provide, by rule, for the
  1 15 use of straight wall ammunition under this subsection that
  1 16 meets  ballistics specifications similar to the requirements
  1 17 for straight wall ammunition allowed for use in a pistol or
  1 18 revolver for hunting deer as provided in subsection 5.
  1 19    c.  A person possessing a prohibited rifle while hunting deer
  1 20 commits a scheduled violation under section 805.8B, subsection
  1 21 3, paragraph "h", subparagraph (6).
  1 22    Sec. 2.  Section 805.8B, subsection 3, paragraph h, Code
  1 23 2017, is amended by adding the following new subparagraph:
  1 24    NEW SUBPARAGRAPH.  (6)  Possession of a prohibited rifle
  1 25 while hunting deer, the scheduled fine is one hundred dollars.
  1 26                           EXPLANATION
  1 27 The inclusion of this explanation does not constitute agreement with
  1 28 the explanation's substance by the members of the general assembly.
  1 29    This bill requires the natural resource commission to adopt
  1 30 rules allowing the use of straight wall cartridge rifles to
  1 31 hunt deer during any established firearm deer hunting season
  1 32 except early muzzleloader season. The straight wall cartridge
  1 33 rifles allowed must be of the same caliber and use the same
  1 34 straight wall ammunition as is allowed for use in a pistol
  1 35 or revolver for hunting deer. In addition, the commission
  2  1 is required to adopt rules allowing the use of straight wall
  2  2 ammunition in a straight wall cartridge rifle that meets
  2  3 ballistics specifications similar to the requirements for
  2  4 straight wall ammunition allowed for use in a pistol or
  2  5 revolver for hunting deer.
  2  6    A violation of the bill's provisions is punishable with a
  2  7 scheduled fine of $100.
