chapter:

“Public
institution
of
higher
education”
means
a
community

college
established
under
chapter
260C
or
an
institution
of

higher
learning
governed
by
the
state
board
of
regents.

“Student
organization”
means
a
group
officially
14
recognized
at
or
officially
registered
by
a
public
institution
15
of
higher
education,
or
a
group
seeking
such
official
16
recognition
or
official
registration,
comprised
of
students
who
17
are
admitted
and
in
attendance
at
the
public
institution
of
18
higher
education.

Cancellation
of
student

organization
recognition
or
registration.

1.
The
attorney
general
shall
provide
notice
to
a
public
22
institution
of
higher
education
and
to
the
state
board
of
23
regents
or
the
board
of
directors
of
a
community
college,
as
24
applicable,
within
fifteen
days
after
a
student
organization
25
registered
or
recognized
by
the
public
institution
of
higher
26
education
endorses
or
promotes
any
of
the
following:
27
a.
Terrorism.

b.
The
actions
of
any
organization
that
is
designated
by
29
the
United
States
secretary
of
state
as
a
foreign
terrorist
30
organization.
31
2.
Notwithstanding
chapter
261H,
a
public
institution
of
32
higher
education
shall
cancel
the
recognition
or
registration
33
of
a
student
organization
that
endorses
or
promotes
any
of
the
34
following
within
thirty
days
after
the
endorsement
or
promotion

a.

actions
of
any
organization
that

designated

secretary
of
state
as

If
a
public
institution
of
higher
education
fails
to

comply
with
subsection
2,
the
attorney
general
shall
bring
an
7
action
against
the
public
institution
of
higher
education
for
8
a
writ
of
mandamus
to
compel
the
public
institution
of
higher
9
education
to
comply
with
subsection
2.

1.
The

general

to
read
as

qualified.

Subject
to
section
256.191A,
a
tuition
grant
may
be
awarded

to
a
resident
of
Iowa
who
is
admitted
and
in
attendance
as

a
full-time
or
part-time
resident
student
at
an
accredited

private
institution
and
who
establishes
financial
need.

256.191,
subsection
1,
Code
2024,
is
amended

to
read
as
follows:

Students

appropriated

be
awarded

a

of
Iowa

a
student

who
attends
the
accredited
private
institution
or
eligible

institution
endorses
or
promotes
any
of
the
following:

Terrorism.

b.
The
actions
of
any
organization
that
is
designated
by

the
United
States
secretary
of
state
as
a
foreign
terrorist

organization.

2.
Notwithstanding
any
other
provision
of
this
subpart
to

the
contrary,
a
student
shall
not
be
eligible
to
receive
grants
33
under
this
subpart
in
the
succeeding
fiscal
year,
or
in
any
34
subsequent
fiscal
years,
if
the
attorney
general
determines

DATE.
This
Act,
being
deemed
of
immediate

importance,
takes
effect
upon
enactment.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
higher
education,
including
requiring
17
the
cancellation
of
the
recognition
or
registration
of
public
18
institution
of
higher
education
student
organizations
that
19
support
or
endorse
terrorism
or
certain
specified
terrorist
20
organizations,
prohibiting
students
enrolled
in
institutions
of
21
higher
education
who
support
or
endorse
terrorism
or
certain
22
specified
terrorist
organizations
from
receiving
certain
23
specified
forms
of
financial
aid,
and
modifying
the
duties
of
24
the
attorney
general.

requires

attorney
general
to
provide
notice
to
a
public
institution

higher
education
and
to
the
state

of
regents
or
the

board
of
directors
of
a
community
college,
as
applicable,

within
15
days
after
a
student
organization
endorses
or
33
promotes
terrorism
or
the
actions
of
any
foreign
terrorist
34
organization.

fails
to
comply
with
this
provision,
the
attorney

general
shall
bring
an
action
against
the
public
institution
of

higher
education
for
a
writ
of
mandamus
to
compel
the
public

institution
of
higher
education
to
comply.

The
division

the

PROGRAM.
The
division
requires
