Section
1.
COUNTY
DECENNIAL
CENSUS
FUND
——
APPROPRIATION.

1.
A
county
decennial
census
fund
is
created
in
the
state
2
treasury
under
the
control
of
the
department
of
management.

Moneys
in
the
fund
shall
be
designated
for
use
by
each
county
4
which
adopts
an
ordinance
and
notifies
the
department
of
5
management
within
thirty
days
of
the
effective
date
of
this
6
Act
that
it
is
requesting
moneys
from
the
fund
for
use
by
7
the
county
in
encouraging
participation
in
the
2020
federal
8
decennial
census.

2.
There
is
appropriated
from
the
general
fund
of
the
state
10
to
the
department
of
management
for
the
fiscal
year
beginning
11
July
1,
2019,
and
ending
June
30,
2020,
the
following
amount,
12
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
purposes
13
designated:

The
department
of
management
shall,
after
thirty
days
of

the
effective
date
of
this
Act,
distribute
all
moneys
in
the
19
fund
to
each
county
requesting
money
to
be
used
to
encourage
20
participation
in
the
2020
federal
decennial
census
as
provided
21
in
subsection
2
with
moneys
in
the
fund
allocated
to
each
22
county
that
requests
moneys
on
the
basis
of
population.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
24
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
27
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
appropriates
$1
million
for
FY
2019-2020
for
29
deposit
in
a
county
decennial
census
fund
under
the
control
30
of
the
department
of
management.
Moneys
in
the
fund
shall
be
31
distributed
to
counties,
on
the
basis
of
population,
who
adopt
32
an
ordinance
within
30
days
of
the
effective
date
of
this
bill
33
requesting
moneys
from
the
fund
for
purposes
of
encouraging
34
participation
in
the
2020
federal
decennial
census.
