  1  1    Section 1.  Section 8A.110, subsection 1, Code 2016, is
  1  2 amended to read as follows:
  1  3    1.  There is created a state employee suggestion system
  1  4 for the purpose of encouraging state employees to develop and
  1  5 submit ideas which will reduce costs and increase efficiency in
  1  6 state government and which will make monetary and other awards
  1  7 to state employees whose cost reduction ideas are adopted
  1  8 under the system.  For purposes of this section, suggestions
  1  9 to reduce costs and increase efficiency include suggestions to
  1 10 stop waste or fraud in state government.
  1 11                           EXPLANATION
  1 12 The inclusion of this explanation does not constitute agreement with
  1 13 the explanation's substance by the members of the general assembly.
  1 14    Code section 8A.110, concerning the state employee
  1 15 suggestion system, is amended to provide that suggestions
  1 16 to stop waste or fraud in state government are specifically
  1 17 eligible for the system.
