Siting
of
wind
energy
1
conversion
facilities.

1.
A
wind
energy
conversion
facility
installed
on
or
after
3
the
effective
date
of
this
Act
which
has
a
nameplate
capacity
4
of
five
hundred
kilowatts
or
greater
shall
be
sited
no
less
5
than
two
thousand
five
hundred
feet
from
any
residential
6
property
abutting
the
wind
energy
conversion
property
on
which
7
such
facility
is
located.

2.
For
purposes
of
this
section:
9
a.
“Wind
energy
conversion
facility”
means
the
same
as
10
defined
in
section
476C.1.

b.
“Wind
energy
conversion
property”
means
the
same
as
12
defined
in
section
427B.26.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
15
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
wind
energy
conversion
facilities
17
installed
on
or
after
the
effective
date
of
the
bill
which
have
18
a
nameplate
capacity
of
500
kilowatts
or
greater
to
be
sited
19
no
less
than
2,500
feet
from
any
residential
property
abutting
20
the
wind
energy
conversion
property
on
which
the
facility
is
21
located.
The
bill
defines
“wind
energy
conversion
facility”
22
to
mean
a
wind
energy
conversion
system
in
Iowa
that
collects
23
and
converts
wind
into
energy
to
generate
electricity.
“Wind
24
energy
conversion
property”
is
defined
as
the
entire
wind
25
plant,
including
but
not
limited
to
a
wind
charger,
windmill,
26
wind
turbine,
tower
and
electrical
equipment,
pad
mount
27
transformers,
power
lines,
and
substation.
