  1  1    Section 1.  Section 29C.20B, subsection 2, Code 2017, is
  1  2 amended to read as follows:
  1  3    2.  The department of human services shall administer
  1  4 disaster case management grants. The department of human
  1  5 services, in conjunction with the department of homeland
  1  6 security and emergency management, shall establish a disaster
  1  7 case management program and adopt rules pursuant to chapter 17A
  1  8 necessary to administer the program. The executive council
  1  9 shall use grant moneys to reimburse the department of human
  1 10 services for actual expenses associated with the administration
  1 11 of the grants. Under the program, the department of human
  1 12 services shall coordinate case management services locally
  1 13 through one or more contracted entities. The department of
  1 14 human services shall implement an ongoing contract with a
  1 15 provider of a statewide program with local offices throughout
  1 16 the state local recovery organization to serve as the
  1 17 local administrative entity for the grant program to allow
  1 18 implementation of the program with minimal delay if grants are
  1 19 awarded pursuant to section 29C.20A following a governor's
  1 20 proclamation of a state of disaster emergency or a declaration
  1 21 of a major disaster by the president of the United States.  If
  1 22 there is no local recovery organization, the department shall
  1 23 implement an ongoing contract with a provider of a statewide
  1 24 program with local offices throughout the state.
  1 25                           EXPLANATION
  1 26 The inclusion of this explanation does not constitute agreement with
  1 27 the explanation's substance by the members of the general assembly.
  1 28    This bill relates to department of human services (DHS)
  1 29 contracts for the local administration of the disaster case
  1 30 management grant fund and program.  Current law provides that
  1 31 DHS shall implement an ongoing contract with a provider of a
  1 32 statewide program with local offices throughout the state to
  1 33 serve as the local administrative entity for the disaster case
  1 34 management grant fund and program. The bill provides that
  1 35 such contract shall be with a local recovery organization. If
  2  1 there is no such organization, the contract shall be with the
  2  2 statewide program.
