H.F. 169 Section 1. NEW SECTION . 147.163 Administration of vaccines 1 and immunizations —— required reporting to statewide immunization 2 registry —— licensee discipline. 3 1. A health professional required to be licensed under 4 this chapter who is authorized to administer a vaccination 5 or immunization shall become an enrolled user and report the 6 administration of vaccines and immunizations to the statewide 7 immunization registry. 8 2. For the purposes of this section: 9 a. “Enrolled user means a user of the registry who has 10 completed an enrollment form that specifies the conditions 11 under which the registry can be accessed and who has been 12 issued an identification code and password by the department. 13 b. “Statewide immunization registry” or “registry” means 14 the database and file server maintained by the department as 15 well as the software application that allows enrolled users to 16 exchange immunization or health screening records. 17 3. A health professional who violates this section is 18 subject to licensee discipline pursuant to section 147.55. 19 Sec. 2. CODE EDITOR DIRECTIVE. The Code editor may 20 designate section 147.163, as enacted in this Act, as a new 21 subchapter within chapter 147, entitled “REQUIRED REPORTING OF 22 ADMINISTRATION OF VACCINES AND IMMUNIZATIONS”. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill requires a licensed health professional who 27 is authorized to administer a vaccination or immunization 28 to enroll in and report the administration of vaccines and 29 immunizations to the statewide immunization registry. The bill 30 provides definitions for the purposes of the bill. A health 31 professional who willfully or repeatedly violates the bill is 32 subject to licensee discipline by the board for that profession 33 pursuant to Code section 147.55. 34 -1- LSB 2163YH (2) 89 pf/rh 1/ 1
