Section 256.7, subsection 21, paragraph b, 1 2 subparagraph (3), Code 2017, is amended by striking the 1 3 subparagraph. 1 4 Sec. 2. Section 256.7, subsection 26, paragraph a, 1 5 unnumbered paragraph 1, Code 2017, is amended to read as 1 6 follows: 1 7 Adopt rules that establish a core curriculumand, which 1 8 school districts and accredited nonpublic schools may elect 1 9 to use, in whole or in part, at the discretion of the school 1 10 district or school. The state board shall also adopt high 1 11 school graduation requirements for all students in school 1 12 districts and accredited nonpublic schools that include at a 1 13 minimum satisfactory completion of four years of English and 1 14 language arts, three years of mathematics, three years of 1 15 science, and three years of social studies. 1 16 Sec. 3. Section 256.7, subsection 26, Code 2017, is amended 1 17 by adding the following new paragraph: 1 18 NEW PARAGRAPH. d. Adopt rules prohibiting the department 1 19 from adopting and implementing mandatory statewide core 1 20 curriculum standards. School districts and accredited 1 21 nonpublic schools may utilize the core adopted by the state 1 22 board, but shall not be required to report locally developed 1 23 standards to the department. The state board shall not adopt, 1 24 approve, or require implementation of the next generation 1 25 science standards by school districts and accredited nonpublic 1 26 schools. 1 27 Sec. 4. Section 256.7, subsection 28, Code 2017, is amended 1 28 to read as follows: 1 29 28. Adopt a set of core content standards applicable to 1 30 all students in kindergarten through grade twelve in every 1 31 school district and accredited nonpublic school. For purposes 1 32 of this subsection, "core content standards" includes reading, 1 33 mathematics, and science.The core content standards shall 1 34 be identical to the core content standards included in Iowa's 1 35 approved 2006 standards and assessment system under Tit. I 2 1 of the federal Elementary and Secondary Education Act of 2 2 1965, 20 U.S.C. {6301 et seq., as amended by the federal No 2 3 Child Left Behind Act of 2001, Pub. L. No. 107=110.School 2 4 districts and accredited nonpublic schoolsshallmay include, 2 5 at a minimum,any of the core content standards adopted 2 6 pursuant to this subsection in any set of locally developed 2 7 content standards. School districts and accredited nonpublic 2 8 schools are strongly encouraged to set higher expectations in 2 9locallocally developed content standards, but shall not be 2 10 required to report locally developed content standards to the 2 11 department.As changes in federal law or regulation occur, the 2 12 state board is authorized to amend the core content standards 2 13 as appropriate.2 14 Sec. 5. Section 256.9, subsection 49, paragraph a, Code 2 15 2017, is amended to read as follows: 2 16 a. Develop and distribute, in collaboration with the area 2 17 education agencies, core curriculum technical assistance and 2 18 implementation strategies that school districts and accredited 2 19 nonpublic schoolsshallmay utilize, including but not limited 2 20 to the development and delivery of formative and end=of=course 2 21 model assessments classroom teachers may use to measure student 2 22 progress on the core curriculum adopted pursuant to section 2 23 256.7, subsection 26. The department shall, in collaboration 2 24 with the advisory group convened in accordance with paragraph 2 25 "b" and educational assessment providers, identify and make 2 26 available to school districts end=of=course and additional 2 27 model end=of=course and additional assessments to align with 2 28 the expectations included in the Iowa core curriculum. The 2 29 model assessments shall be suitable to meet the multiple 2 30 assessment measures requirement specified in section 256.7, 2 31 subsection 21, paragraph "c". 2 32 Sec. 6. Section 257.11, subsection 9, Code 2017, is amended 2 33 to read as follows: 2 34 9. Shared classes and curriculum standards.A school 2 35 district shall ensure that any course made available to a 3 1 student through any sharing agreement between the school 3 2 district and a community college or any other entity providing 3 3 course programming pursuant to this section to students 3 4 enrolled in the school district meets the expectations 3 5 contained in the core curriculum adopted pursuant to section 3 6 256.7, subsection 26.The school district shall ensure that 3 7 any course that has the capacity to generate college credit 3 8 shall be equivalent to college=level work. 3 9 Sec. 7. Section 279.61, subsection 1, paragraph a, 3 10 subparagraph (1), Code 2017, is amended to read as follows: 3 11 (1) Prepare the student for successful completion of the 3 12core curriculum developedhigh school graduation requirements 3 13 adopted by the state board of education pursuant to section 3 14 256.7, subsection 26, by the time the student graduates from 3 15 high school. 3 16 Sec. 8. Section 279.61, subsection 2, Code 2017, is amended 3 17 to read as follows: 3 18 2. The board of directors of each school district shall 3 19 report annually to each student enrolled in grades nine through 3 20 twelve in the school district, and, if the student is under 3 21 the age of eighteen, to each student's parent or guardian, the 3 22 student's progress toward meeting the goal of successfully 3 23 completing thecore curriculum andhigh school graduation 3 24 requirements adopted by the state board of education pursuant 3 25 to section 256.7, subsection 26, and toward achieving the goals 3 26 of the student's career and academic plan. 3 27 Sec. 9. Section 280.3, subsection 2, Code 2017, is amended 3 28 to read as follows: 3 29 2. The minimum educational program shall be thecurriculum 3 30graduation requirements set forth insubsection 3 of this3 31 section 256.7, subsection 26, and educational program set forth 3 32 in section 256.11, except as otherwise provided by law. The 3 33 board of directors of a public school district shall not allow 3 34 discrimination in any educational program on the basis of race, 3 35 color, creed, sex, marital status, or place of national origin. 4 1 Sec. 10. Section 280.3, subsection 3, Code 2017, is amended 4 2 by striking the subsection. 4 3 Sec. 11. EFFECTIVE UPON ENACTMENT. This Act, being deemed 4 4 of immediate importance, takes effect upon enactment. 4 5 EXPLANATION 4 6 The inclusion of this explanation does not constitute agreement with 4 7 the explanation's substance by the members of the general assembly. 4 8 This bill makes voluntary the use by school districts of 4 9 the core curriculum and content standards adopted by the state 4 10 board of education, but continues to direct the state board of 4 11 education to adopt the common core standards and high school 4 12 graduation requirements. 4 13 The bill requires the state board to adopt rules prohibiting 4 14 the department from adopting and implementing mandatory 4 15 statewide core curriculum standards. Schools may utilize the 4 16 core curriculum standards, and are encouraged to set higher 4 17 expectations in locally developed content standards, but 4 18 schools shall not be required to report locally developed 4 19 standards to the department. 4 20 Further, the bill prohibits the state board from adopting, 4 21 approving, or requiring implementation of the next generation 4 22 science standards by school districts and accredited nonpublic 4 23 schools. The state board adopted the next generation science 4 24 standards with some modifications on August 6, 2015. 4 25 The bill makes technical and corresponding changes to 4 26 provisions which contain references to the language stricken. 4 27 The bill takes effect upon enactment.
