Section
257.11,
subsection
5,

Code
2023,
is
amended
to
read
as
follows:

(1)
In
order
to
provide
additional
funding
to
increase

student
opportunities
and
redirect
more
resources
to
student
4
programming
for
school
districts
that
share
operational
5
functions,
a
district
that
shares
with
a
political
subdivision
6
one
or
more
operational
functions
of
a
curriculum
director,
7
information
technology
specialist,
master
social
worker,
8
independent
social
worker,
work-based
learning
coordinator,
9
special
education
director,
mental
health
professional
10
who
holds
a
statement
of
recognition
issued
by
the
board
11
of
educational
examiners,
college
and
career
transition
12
counselor
or
coordinator,
school
resource
officer,
or
school
13
counselor,
or
one
or
more
operational
functions
in
the
areas
14
of
superintendent
management,
business
management,
human
15
resources,
transportation,
or
operation
and
maintenance
16
for
at
least
twenty
percent
of
the
school
year
shall
be
17
assigned
a
supplementary
weighting
for
each
shared
operational
18
function.
A
school
district
that
shares
an
operational
19
function
in
the
area
of
superintendent
management
shall
be
20
assigned
a
supplementary
weighting
of
nine
pupils
for
the
21
function.
A
school
district
that
shares
the
operational
22
functions
of
an
information
technology
specialist
or
an
23
operational
function
in
the
area
of
business
management,
human
24
resources,
transportation,
or
operation
and
maintenance
shall
25
be
assigned
a
supplementary
weighting
of
five
pupils
for
the
26
function.
A
school
district
that
shares
the
operational
27
functions
of
a
curriculum
director;
a
master
social
worker
or
28
an
independent
social
worker
licensed
under
chapters
147
and
29
154C
;
a
work-based
learning
coordinator;
a
special
education
30
director;
a
mental
health
professional
who
holds
a
statement
31
of
recognition
issued
by
the
board
of
educational
examiners;
32
a
college
and
career
transition
counselor
or
coordinator;
33
a
school
resource
officer;
or
a
school
counselor
shall
be

assigned
a
supplementary
weighting
of
three
pupils
for
the

function.
The
additional
weighting
shall
be
assigned
for
1
each
discrete
operational
function
shared.
However,
a
school
2
district
may
receive
the
additional
weighting
under
this
3
subsection
for
sharing
the
services
of
an
individual
with
4
a
political
subdivision
or
another
school
district
even
if
5
the
type
of
operational
function
performed
by
the
individual
6
for
the
school
district
and
the
type
of
operational
function
7
performed
by
the
individual
for
the
political
subdivision
or
8
another
school
district
are
not
the
same
operational
function,
9
so
long
as
either
both
operational
functions
are
eligible
for
10
weighting
under
this
subsection
or
the
operational
function
11
the
individual
performs
for
the
school
district
is
special
12
education
director.
In
either
case,
the
school
district
13
shall
be
assigned
the
additional
weighting
for
the
type
of
14
operational
function
that
the
individual
performs
for
the
15
school
district,
and
the
school
district
shall
not
receive
16
additional
weighting
for
any
other
function
performed
by
the
17
individual.
The
operational
function
sharing
arrangement
does
18
not
need
to
be
a
newly
implemented
sharing
arrangement
to
19
receive
supplementary
weighting
under
this
subsection
.

Sec.
2.
Section
257.11,
subsection
5,
paragraph
a,
21
subparagraph
(2),
Code
2023,
is
amended
by
adding
the
following
22
new
subparagraph
division:

NEW
SUBPARAGRAPH
DIVISION
.
(0b)
“Information
technology
24
specialist”
means
an
individual
whose
assigned
job
duties
25
primarily
include
any
of
the
following:
26
(i)
Establishment
of
and
enforcement
of
standards
and
27
specifications
for
network
computer
systems
and
user
support
28
for
such
systems.
29
(ii)
Development
of
computer
systems
applications,
or
30
the
development,
installation,
and
maintenance
of
local
area
31
network
and
mainframe
computer
systems
or
server
environments
32
and
user
support
for
such
systems.
33
Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
34
importance,
takes
effect
upon
enactment.

APPLICABILITY.
This
Act
applies
to
school
budget
1
years
beginning
on
or
after
July
1,
2023,
subject
to
the
school
2
budget
year
limitations
of
section
257.11,
subsection
5.
3
EXPLANATION
4
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
5
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Pursuant
to
Code
section
257.11,
in
order
to
provide
7
additional
funding
to
increase
student
opportunities
8
and
redirect
resources
to
student
programming
that
share
9
operational
functions,
a
school
district
or
area
education
10
agency
that
shares
with
another
political
subdivision
11
one
or
more
specified
operational
functions
is
assigned
12
a
supplementary
weighting
for
each
shared
operational
13
function.
This
bill
adds
information
technology
specialist
14
to
the
eligible
shared
operational
functions
and
provides
a
15
definition
for
that
position.
By
operation
of
Code
section
16
257.11(5)(b)(1),
an
information
technology
specialist
is
17
assigned
a
supplementary
weighting
of
four
pupils
under
the
18
bill.
19
The
bill
takes
effect
upon
enactment
and
applies
to
school
20
budget
years
beginning
on
or
after
July
1,
2023,
subject
to
21
the
limitation
of
Code
section
257.11(5),
which
sunsets
the
22
availability
supplementary
weighting
following
the
school
23
budget
year
beginning
July
1,
2024.
