SENATE RESOLUTION

urging the retail merchants of hawaii to establish a policy to prohibit supplies purchased during emergencies from being returned to stores.

WHEREAS, when emergencies arise, certain supplies tend to be purchased in excessive amounts; and

WHEREAS, during emergencies, stores often sell out of supplies such as bottled water, nonperishable foods, and toilet paper; and

WHEREAS, due to excessive buying, once an emergency situation has passed, large amounts of these supplies tend to be returned to stores, sometimes in a damaged state, for refunds; and

WHEREAS, this practice is extremely wasteful and causes financial harm to retailers, who are often required to dispose of these returned supplies; now, therefore,

BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that, due to health and safety concerns, the Retail Merchants of Hawaii is urged to establish a policy to prohibit supplies purchased during emergencies from being returned to stores; and
